This report reviews the ground forces activity in Fukien Province observed on KEYHOLE photography The report contains a 25X1 Almost complete coverage of Fukien on generally fair-to-good quality photography of permitted a detailed search of the province. New expansion of training facilities, 25X1 construction activity, and numerous pieces of ground forces equipment were observed. Summary of Ground Forces Activity 3. New construction or equipment was sighted at 45 ground forces installations (Figure 1, and Table 1), four of which were newly identified 25X1 4. New buildings were under construction or had been constructed at 14 installations and training facilities were expanded or improved at 18 installations. Equipment 5. A total of 199 antiaircraft (AA) guns were observed at ground forces installations; 175 AA guns were involved in a single antiaircraft artillery (AAA) exercise at the Chuan-shang AAA Training Area (Figures 2 and 3). Thirty-eight probable AA guns and 24 possible AA guns were sighted at other ground forces targets in Fukien. 6. A total of 135 field artillery (FA) pieces were observed in 13 installations; six probable FA pieces and two possible FA pieces were also observed. 7. A total of 640 trucks, 60 probable trucks, and 11 possible trucks were seen at ground forces installations. The AAA exercise at Cliuan-shang involved 284 trucks, 17 probable trucks, and eight possible trucks. 8. Other vehicles and pieces of equipment observed include five tracked prime movers with FA pieces in tow, a SPOON REST radar (Chinese variant) associated with the Chuan-shang AAA exercise, two buses, two bulldozers, one crane, eight probable cargo trailers, and several probable vehicles/pieces of equipment. Training Facilities 9. Indications of increased training activity include four newly constructed small-arms ranges, one improved small-arms range, and a probable small-arms range under construction. 10. New athletic fields were constructed at five barracks areas, and nine ground force targets contained new troop obstacle courses. 11. Three new grenade practice ranges were seen at one installation and one newly constructed dummy tank was observed. 1.2. An unidentified training area was under construction at Tung-an Army Barracks NNE AL 3 I This training facility could be developed into a firing range for tanks or 25X1 vehicle-mounted machine guns. 1.3. One of the newly identified installations, Chang-pu Probable Headquarters and Army Barracks NW , was in the late stage of construction and contained a wheeled-vehicle driver-training course (Figure 4).
