On several occasions during 1965, briefing boards and reports were prepared at NPIC, using photography derived from videotapes of Soviet Tele- vision Broadcasts. It is expected that this kind of photography will con- tinue to be of value in the future in the exploitation of KH material. 2. In June, 1965, the Director, NPIC expressed to the Assistant for Plans & Development and to the Technical Advisor to the Director the need for a capability at NPIC to view videotapes. 3. It is understood that any equipment to directly exploit videotapes at NPIC would have the following two elements: A. A videotape play-back machine. B. An accessory to the above.which stores a portion of a videotape, stops its motion, displays a picture on a high-resolution screen, photographs the picture on film. 4. CSD strongly endorses the allocation of funds to develop the equip- ment described in paragraph 3B above. However, this endorsement does not include the equipment described in paragraph 3A above, and discussed in paragraph 2. CSD feels that the development and/or procurement of this equip- ment is beyond its purview since this equipment will have many uses besides the exploitation of Photographic Intelligence. We feel that responsibility for this type of equipment rests with the Director's office and the Chief of the Support Staff. DINU A.
