1. Action Re uested_: That a FAN account be set up
at ORD ransferred to that account
to cover FY 1980 expenditures as outlined in reference
memorandum. (S}
2. Back round: On 14 November 1979 the DCI rec{uested
Deputy to the DCI for Resource Management,
to take necessary action to see that funding was provided
for security measures for the construction of the new U.S.
Embass in Moscow. Funds in the amounts o.f-
have been identified for this purpose for
fiscal years 80 and 81 respectively. (S)

in the above account, and the approval signatures required
are as follows:

on the Security Advisory Group USSR; and

S. It is recommended that funds be allotted as soon
as possible as expenditures of funds will be required to
protect security equipment scheduled for shipment during
the early part of May 1980. (C)
