KISSINGER FROM: ARNOLD NACHMANOFAL/ ? Argentine President Lanusse's Request for Personal Representative from the President to Discuss Financial Problems SUBJECT: You will recall that last weekend you agreed that we should respond favorably to President Lanusse's request that a personal representative of the President come down to Buenos Aires to discuss Argentina's financial problems. General Haig authorized message 25X1 25X1 to President Lanusse on the President's behalf, and Lanusse has now responded by indicating he would like a special envoy to come to Argentina preferably by September 1. (Message from Lanusse at Tab II.) We now need to designate an appropriate representative and make arrangements for him to visit Argentina. Attached for your signature at Tab I is a memo to the President bringing him up to date on the situation and recommending that he ask Secretary Connally to designate an appropriate representative. I have discussed this informally with State, Treasury and Pete Peterson's staff, and it is generally agreed that someone like Treasury Under Secretary Walker would be a good person for the job. Walker probably would like to do it, but hp may have some real scheduling prelc:1ns. Thcre:Gr:.',, I have suggested that we give Connally some flexibility in designating the rep- resentative. We have also asked Connally to coordinate with State and Pete Peterson on the instructions for the representative. I will rnnrdin- 25X1 I have also suggested that we might use the opportunity afforded by the special representative's trip to arrange high-level briefings on our new economic program for a few key governments like Brazil, Venezuela and Mexico. This is an idea which Charlie Meyer and Treasury staff members heartily endorse. However, this may present some insuper- able scheduling problems, and I have, therefore, left this as a suggestion rather than a directive. Pete Peterson concurs in this approach.
