KISSINGER FR?M: Al Haig/ f I have attempted to gent additional information on civilian casualties due to U. S. air operations in Cambodia. Attached is a memorandum prepared by the Chairman which further elaborates on the extent of damage done by air operations over Cambodia. The memorandwn indicates a total of 343 civilians have been killed and 639 wounded due to all war activities through March S. It points out that only a small percentage of civilian deaths could be attributed to the air strikes but gives no specific percentage. It does maintain that a uutimum of 20 percent of all property damage could be attributed to Allied and Cambodian air activity. I am afraid we will be unable to coax, up with a hard figure but certainly it is well r 100. JCS review completed.
