KENNDY IV .SUBJECT: JOHN HOLDRIDGE Military Moves by Vang Pao In response to your query raised at San Clemente last week, Mr. Helms has sent you a memorandum dated July 19 (Tab A) stating that our Station Chief in Vientiane is confident Vang Pao will not move precipitately without our endorsement. Mr. Helms also states that the Station Chief and Charge will visit Vang Pao at Long Tieng on Wednesday, affording us an additional opportunity to insure that Vang Pao maintains his restrained pos- ture through the week (when the Laos question is before the Senate. They will also attempt to fix the outer perimeters for future operational efforts on Vang Pao's part. In response to your inquiry of last week, we have been in touch with our Chief of Station in Vientiane to insure that General Vang Pao is not contemplating any startling military moves during the course of this week. The Chief of Station in Vientiane feels confident that as a result of discussions with Vang Pao prior to our inquiry that Vang Pao will not move precipitately without our endorsement. 2. The Chief of Station and the Charge will visit Vang Pao at Long Tieng on Wednesday which will afford an additional opportunity to insure that he maintains his restrained posture through the week.
