INSTRUCTIONS APPLY
Senator Jackson is seriously concerned about Administration policy
in SALT/ABM, the Middle East, the Mid-East Budget Request, and
closing of reactors in his home State.
-- You should know that he recently met secretly with important
Democratic and Republican contributors on the subject of making
a run in 172.
Laos/Cambodia
-- I strongly recommend (Capen and Timmons concur) that you brief
him fully. He is leaving for Washington for the weekend, and will be
very upset (with you) if he reads it all in the provincial press.
Jackson Amendment vs. FMS for Israel
-- He is very angry that we chose FMS over 501 in the budget for the
following reasons: (See Tab A)
- amount inadequate
- terms inadequate
- signals ambivalence and indecision to Moscow.
-- Jackson will blast us on this in a speech on Sunday, and will fight us
on the floor. He feels he has really been stabbed.

-- As you know he is very critical of our position and thinks we are
being had by the Soviets. He blames it on:
1. State Department wooliness vis-a-vis Soviets;
2. ISA pro-A.rabism.
SALT
In October Jackson sent you a memorandum (Tab C) expressing strong
reservations about our SALT position. He is concerned that:
-- Improvements in Soviet technology are possible - legally -
under our (then) current proposal.
-- Some options for improving Minuteman survivability - particularly
mobility. and hard point defense -- are prohibited to us under our proposal.
You sent a non-substantive reply on 1,...-December (Tab D) expressing the
intention of meeting with him. That is your last communication with him.
He misgiving arises not only from the specifics of the proposal but from
his assessment of Amb. Smith's and the delegations' compulsion to
obtain an agreement above all.
ABM
-- Jackson is most anxious to know what the Administration is going to
go for. He is most upset that he was not consulted before the decision
was made.
From what he gathers, he suspects he will not like the Administration
position.
-- He has serveri notice that his support cannot be counted on this year
if he disagrees with the option.
-- It would be worth a special effort to sell him on our position. It
could be very tempting for a presidential contender to oppose the
Administration.

Hanford Reactors (in Washington)
-- OMB has (with AEC) cut two nuclear reactors for budgetary reasons.
K reactor is final. N reactor is being reexamined but OMB says it
will be closed.
As you know unemployment if/ Jackson's state is one of the highest in
the nation. This further closing could be seen by Jackson as a conscious
Administration effort (funny how so many budget cuts affect the states
of Administration supporters).

You are familiar with his leadership of the SST fight.
