S. Strategy and Projection Forces I have forwarded a memorandum rescin:din NSSM-147 to Jeanne Davis for signature. ( ~ x- f l6 Attached (Tab A) is a talker I recommend you use to outline the work needed on the Soviet naval threat and the sufficiency of U.S. forces to support current strategy. The work is divided into three categories: -- An analysis of, the Soviet naval threat in light of Soviet naval strategy and past shipbuilding and deployment trends. This work could still be done by CIA as originally agreed. -- An evaluation of the sufficiency of current and planned naval forces to support existing strategy in Europe, Asia and the Middle East in (a) an all out conflict and (b) a limited crisis. -- Alternative U. S, responses in those categories where U. S. forces appear unbalanced or deficient. Most of the analyses will be done by the Navy and it is therefore important that you stress the need to coordinate the study throughout DOD before forwarding for DPRC consideration. Last week I discussed this matter with Gardiner Tucker and gave him a detailed study outline for comment. If you desire, I could forward it to Bob Pursley after your phone call. Bob may ask how this study relates to the Aircraft Cartier study recently requested by HAK. The Carrier study could be incorporated into this larger effort if DOD prefers.
