You will recall that, on January 9a 1970, you issued a m.emorandurn
(Tab A) stating that the President wishes to have the testixxionies and
Q8rA guidelines for'the (then upc?ming) Geneva Protocol hearings
submitted to the White House for review.
We have been participating in the interagency working group drafting
the: Q&A's froxn the beginning and see no problems with them.
With .regard to the' Secretary's testimony, we understand it was
forwarded to him an Friday with only a lukewarm suggestion at mast
from the bixreaucracy that it be submitted to the White. Hou.ae for
review, At any rate, he i:s 'testifying oxi Friday (March 5) and we
understand that he may be telephoning the President C'to,clear the

these hearings and presumably the Secretary s statement has been

The President has noted the Secretary of Defense's memorandum
of December 9 concerning use of the term "Chemical and Bio--
logi.cal Warfare." He notes that as da.rec4ed by National
Secuxity Decisioz~. Memorandum 35, the term "Chemical and' .
Biological Warfare (CB~V) " will no longer '~e used and reference
should be to 'the' tc?~o categories separately --- chemical crarfare
program and biolr-~gical research program -- w in the preparat3.on
Of all official :statements :and documents. Furthermore, in
referring to other nations' programs, chemical. warfare and .~
'biological activ:.ties of whatever .nature-Should be dfieren--

For the purposes of the upcoming Senate hearings on the Geneva.
