I HAVE JUST COMPLETED A FOUR 001? SESSION WITH PRUSIDMT
ASSAD. IT VAS AT TINES QUITE A STORMY NUT INS. VE MADE SOME
PROGRESS IN THAT ASSAY HAS AGREED TO PUT HIS SURFACE-TC AIR MISSILES
OUT OF RANGE OF THE ISRAELI LINES. HOWEVER HE REMAINS ADAMANT
ABOUT NOT MOVING HIS ARTILLERY BACK AS I NAVE' PREVIOUSLY REPORTED.
HE SAYS HIS POLITICAL SURVIVAL IS 'AT STAKE.
THE TWO SIDES ARE STILL FAR APART ON THE NU11MR OF
PEOPLE TO BE IN THE UN FORCE AND ON THE STATUS OF NOUNT NERNON.
ZITHER SIDE IS DISTINGUISHING ITSELF BY THE WISDOM OF FLEXIBILITY,
THOUGH OF COURSE THE ISRAELIS ARE PLAYING VITM AMERICAN CHIPS.

1. Please pass following message from me to the President:
BEGIN TEXT-
I have just completed a four hour session with President
Assad. It was at times quite a stormy meeting. We made some
progress in that Assad has agreed to put his surface-to-air missiles
out of range of the Israeli lines. However he remains adamant
about not moving his artillery back as I have previously reported.
He says his political survival is at stake.
The two sides are still far apart on the number of
people to be in the UN For ce and on the status of Mount Hermon.
Neither side is distinguishing itself by the wisdom of flexibility,
though of course the Israelis are playing with American chips.
Tomorrow I will make one more effort with both
parties. If it fails, then I will suspend the talks Thursday
evening, hopefully on a positive note.
I will report further tomorrow.
