Contingency Statement in the Event Side Trip
is Compromised
Should your side trip surface, confirmation of the trip
should be made from Washington following clearance with the
President. It is anticipated that members of the party will re-
frain from any comment. If they are confronted with direct
questions, their response should be "no comment. " In the event
of known compromise, General Haig or Colonel Kennedy should
be informed immediately of the circumstances. Only in the case
of a confirmed compromise and after approval of the President,
we would propose to release the following statement from the
Western White House:
"Dr.Kissinger is meeting with leaders of the Peoples
Republic of China at their request. There will be a statement
after Dr. Kissinger returns and reports to the President. 11
denial and sticking to the cover story of a visit to the Hill Station
in response to any speculation. Before the contingency statement
imade, Dr. Kissinger will be informed and his agreement obtained.
In the event of speculation which would quite naturally
precede a confirmed leak, there should be continued stonewall

Delay' in Departure from Pakistan
1. Halperin informs Saunders that HAK has been taken slightly ill
and will remain an extra day at Estate to return on July 11. Halperin
will have asked for pills to control stomach upset upon arrival in
Pakistan.
2. Halperin calls Major Cudd,."or pilot and requests that he file changes
to flight plan and insure that necessary clearances have been obtained.
Pilot should arrange for the entire revised itinerary to include changed
arrival point in Paris (Lebourget Airport) with departure from Orley
Airport delayed until 10:00 p. m. to allow for additional rest time.
3. Ambassador Farland calls DCM and requests the following actions:
-- Postpone appointments scheduled for Islamabad and arrange new
time for departure meeting with President Yahya.
-- Ambassador requests DCM to send cables to Tehran, Paris and
Washington informing them of delay and changed arrival times.
Cable to Paris should specify change to Lebourget Airport for
arrival and include new delayed departure time on evening of

In order to maintain low visibility and ensure security, it
seems from here that several other options should be considered
for notifying MAC:
option 1 - On morning of July 10 when departure is delayed,
.sensitivities or other reasonable explanation, and, therefore, MAC
should be advised to delay arrival of C-141 by 24 hours.
you could inform Air Attache that you feel we should not have two large
US aircraft on ground at same time due to international diplomatic
would give impressionof continuous US presence. Therefore, a 24-

ponement now on grounds that arrival of another US aircraft on July 11
