INFORMATION
May 23, 1970
The following is a report on actions taken or under way on Cambodia
as of 6:00 p. m. last night.
Military Operations
U. S. tactical air strikes in Cambodia rose again, to
83. There were 41 ARC LIGHT strikes, 35 of them in
support of Operation Thoan Thang 43 (which was involved
in a fire-fight and which discovered one arms/ammunition
cache).
Elements involved in the Fishhook, in Operations Cuu Long
Land II, and in Operation Binh Tay I were engaged in
fire-fights or were mortared by the enemy.
-- In Operation Binh Tay II, a U.S. cavalry squadron found
a battalion-sized bunker complex, but cache finds have
not yet been reported.
- - Several small weapons /ammunition caches were found by
ON-FILE NSC RELEASE INSTRUCTIONS

other units, as search and clear operations continued.
Cambodian officers have arrived to work with our forces
on the location of caches. Their information has already
led to the discovery of three caches, and they claim
knowledge of two, other large ones.
-- Almost all NVA personnel in the pipeline are still halted
in place. Evidence of interrupted VC/NVA logistics
continues to come in.

COSVN itself was off the air for six hours, apparently
because of an ARC LIGHT strike. Unit headquarters
are being moved regularly to escape contact.
Embassy Saigon. has been advised that the ARVN should
maintain a flexible posture concerning future operations
in Cambodia in order to deter the enemy, but that we
would discourage wide-ranging operations. ARVN
objectives must be consistent with Vietnamization.
Military and Economic Assistance
Two technicians from Udorn are being sent to Cambodia
to survey overhaul requirements for Cambodian T-28's.
-- Discussions are proceeding in Washington on the
Indonesian manufacture of 7. 62 mrn ammunition for the
Cambodians, with U. S. support.
The Indonesian Army reportedly plans to send 5000 Soviet
assault rifles to Cambodia on two Indonesian Army cargo
ships. Two Indonesian Army delegations will discuss
Cambodian aid with Malaysia and Thailand. The GOI
may approach us to make good the depletion of their
stocks. Suharto is aware of these plans, but Malik may
not be.

We have relayed our position to the Thai concerning the
training of two Khmer regiments for use in Cambodia.
They have reacted favorably but have problems with our
position on cost-sharing.
The Thai will send some $1 million in locally-manufactured
equipment to Cambodia, and Deputy Prime Minister Praphat
is to go to Cambodia next week for discussions, leaving a
permanent mission there.

8400 pounds of special supplies for Khmer Krom units
were delivered, making a total of 188, 6.72 pounds. The
remaining 8400 pounds will be delivered May 23.
Diplomatic and International
Internal
GVN relations. Yem Sambaur intends to go to Saigon
May 25. Status of the reported Ky visit to Phnom Penh
and the scenario for establishment of diplomatic relations
is unclear.
A joint GOC/GVN Commission is to be formed in Phnom
Penh to assure the safety of Vietnamese in Cambodia.
The GVN mission chief claims he will be given regular
radio time to reach Vietnamese residents. Lon Nol has
announced that the GVN "will repatriate their compatriots
living in Cambodia"; it is unclear whether the GVN has
agreed. Refugee movement under Operation' Cuu Long I
is suspended at the moment.
Sirik Matak has voiced concern over rising feelings against
the ARVN. Handbills appeared in Phnom Penh asking that
the charges against the .ARVN be investigated.
U. S. relations. Cambodian Ambassador Sonn Voeunsai
is expected in Washington June 2.
A major Peking rally was held to commemorate Mao's
pronouncement on Cambodia. Sihanouk spoke, but nothing
significant emerged.
Japan appears to be phasing its technical assistance
personnel out of Cambodia for their safety.
Lon Not has published a communique announcing plans for
transformation of Cambodia into a republic. A Central
Committee has been announced, with vaguely defined
powers. In another exhortatory message, he announced
that martial law will come in force June 1.
The railroad to the west is again open.

Secretary Laird appeared bn the "Today Show" to stress
the importance of the Cambodian operation.
-- Press interest continues in whether the ARVN will
withdraw from Cambodia by June 30.
Newsmen were advised of the considerable decrease in
ammunition figures and there was no problem at all on
this matter among Pentagon newsmen. They apparently
recognized that initial field reports on such matters
often are revised.

Subject: Daily Report on Cambodia No. 27
Military and Economic Assistance
1. Guidance on ARVN Actions in Cambodia. A supplementary
instruction has been sent to Saigon stressing that ARVN objectives
in Cambodia must be consistent with the objectives of Vietnamization.
ARVN should maintain a flexible posture in order to deter the NVA/VC
forces from re-establishing the sanctuary threat to allied forces in
South Vietnam and to deter them from aggressive moves against
Phnom Penh or the southern port areas by creating uncertainty about
the ARVN reaction. We would provide artillery and logistics support
from the Vietnamese side of the border and, if necessary, air
support for short duration of ARVN operations in sanctuary areas.
We would discourage wide-ranging operations which could risk ARVN
defeat or give the NVA/VC a pretext for attack on Phnom Penh. We
would prefer no publicly stated restrictions on A RVN operations but
would enjoin full consultation with us, coordination with GOC,
attention to traditional Cambodian sensitivities, and emphasis on
fact we do not intend to fulfill ARVN's primary role of maintaining
security in South Vietnam.
2. Cache Identification. The Cambodian officers have given
information leading to the discovery of two small caches and one
large one. They claim to know of two very large ones east of Snuol.
They are very cooperative and eager to assist.

1. New Cambodian Ambassador. The Cambodian Charge has
been informed that agrement for Sonn Voeunsai has been approved.
The new ambassador is expected to reach Washington Tune 2.

2. Thai Mission to Phnom Penh. Thai Deputy Prime Minister
Praphat is expected to go to Phnom Penh next week as head of a
Thai Mission. Some of his party will remain in Cambodia as embassy
staff. Police General Chana Samutwanit, Governor of the border
province of Prachinburi is expected to be named ambassador.
3. Tapanese Evacuation from Cambodia. GOJ is apparently
conducting a phased evacuation from Cambodia, at least of its
technical assistance personnel, in the guise of R and R trips.
.Tapanese construction workers at the Pr.ek Thnot Dam site have no
evacuation plans at present.
4. Sinaa:pore Reaction to Djakarta Conference. Ambassador
Cross reports that GOS is very encouraged at outcome of Djakarta
conference, which proved to be much more constructive than
Singaporeans had imagined. They are deeply concerned at develop-
ments in Cambodia, skeptical of the long-term viability of Lon Nol's
government, but hopeful that it may survive. They privately approve
our policy and tactics, feel that best mode of operation for them is
not to get in the way of U. S. actions, nor do they see, at the moment,
any way in which they can really influence events.
5. Italian Paper Supports U. S. on Cambodia. "Il Mattino" of
Naples, May 17 carried a lengthy defense of U. S. actions in Cambodia
and Southeast Asia. The editorial based on USIS texts and background
material and briefing provided by the Embassy, is particularly
significant because the paper is- not only the largest in southern Italy
but Socialist (PSI) oriented and a consistent supporter of former
Socialist Party Secretary De Martino who is now Vice Prime Minister.
Internal
-1. Lon Nol Speaks. May 21, Lon Nol read a communique on
the radio which was a combination report of actions taken by the
government and a call to his countrymen but not a particularly forceful
one.
2. Marine Guards for Embassy. In view of the installation of
the on-line communications system we are preparing to send in five
Marine guards who should all be on duty by the time the Embassy
office building is ready for occupation.

3. Repatriation of Vietnamese to Diminish. GVN Mission Chief
Ty told journalists May 21 that GOC would cease its efforts to
repatriate Vietnamese from secure areas in Cambodia. Repatriation
would continue in.contested areas of eastern Cambodia. A joint
GVN/GOC committee was being formed to investigate complaints
concerning mistreatment of Vietnamese inhabitants as well as to
guarantee their security. GVN would also have two 15 minute time
slots daily, one in Vietnamese to reach Vietnamese residents and
one in Cambodian to explain GVN policy regarding Cambodia.

C. PRESS POLICY
1. The Secretary appeared on "The Today" show to stress
tactical and strategic importance of the Cambodian operations
and related this to Vietnamization progress and the implementation
of the Nixon Doctrine.
2. Newsmen were, advised of the revised ammunition figures,, and
there was no problem at all on this matter among Pentagon newsmen.
Apparently, they recognize the fact that initial field reports
on such matters often are revised as additional data is obtained.
This is particularly so when initial estimates are made of
logistic supplies by combat troops.
3. There is continuing press interest in what the RVNAF in
Cambodia will or will not do after July 1. Our position has
been to leave this vague in order to assure maximum. flexibility.
4. The Secretary undoubtedly will'be asked about Cambodia
in his meeting with students in Wisconsin on Saturday, and also
by newsmen in Chicago that day when he speaks to the Presbyterian
General Assembly.
5. On Thursday night General ".Chappie" James discussed the
objectives of our. Cambodian operations in.a meeting attended
by some 1500 persons in Manchester, New Hampshire, and was
.interviewed on television there. Another one of our public
affairs officers addressed a "Support the President Rally"
.at Louisiana Polytechnic institute. Some 2000 faculty and
students attended.

(7 ) In Operation Toan Than; 43 (Base Area 352)
Elements of the 2/22 US Army Infantry Battalion (Aleck
)
.
received enemy small-arms and rocket fire while operating in
.the vicinity of WT920875. The unit returned the fire with
organizational weapons, artillery, tactical. air, and gunship
suppoIrt. Interim results include six US soldiers KIA, nine
US WTI and two enemy KIA. Elements of the 6th ARVN Airborne
Battalion uncovered a weapons/ammunition cache in the vicinity
of XU533090 containing 400 individual weapons, one crew-served
weapon, 32 240-mm rocket rounds, 190 antitank grenade rounds,
34 mines, 520 blocks of bulk explosives, and 1,000 AK-47 rifle
cartridges.
Late reports indicate that the 2/60th US Army Infantry
Battalion will deploy into Cambodia on 23 May by combat assault
in'the vicinity of XU 3409.
(2) In Operation Cuu Long II (West of Base Areas 704/709)
Task Force 32 located a cache in the vicinity of VSS66738
consisting of 608 mortar rounds (115 120-mm, 33 60-nun, 460 82-mm).
Discovery of 488 rounds of 75-mm recoilless rifle ammunition in
an undisclosed location was also reported. 'Units.of the 9th
Infantry Division found two caches of rice at VT934027 and VS-
812695 totalling 17 tons.
A late report revealed that a US Army OII--.6A helicopter
was downed by ground fire in Base Area 704 while on an armed
"'visual.reconnaissance mission.
(3) In Operation Binh Tay II '(Bas'e Area' 701)
ARVN forces continued search and clear operations. Among
the items found in several bivouac 'areas were 11,320 pounds of
rice, 20 structures, and 100 rounds of AK-47 ammunition. In a
late addition, discovery of a munitions cache at YV715946 was
reported. The cache contained 100 antitank grenade rounds, 200
antitank grenade fuzes, and 200 82-mm mortar rounds.

D. OTHER SIGNIFICANT INCIDENTS:
(1) In the Fish Hook (Base Area ?352)
Elements of an ARVN airborne battalion In the vicinity
of XT 300926 received. 40 rounds of 82-mm mortar fire, Artillery
was fired into the suspected mcrtar positions with rinknown
resul?t:s . One ARVN and one civilian were killed; 11 ARVN were
wounded .
(2) In Operation Binh Tay I (Base Area 702)
a. Elements of the 22nd ARVN Ranger Battalion engaged an
enemy force at YA 485538. Supported by artillery and helicopter
gunsliips, the rangers killed five enemy and seized two individual
weapons. Seven rangers were wounded. The rangers established
night defensiye positions in the area and received 40 rounds
of 82-mm mortar fire near their night locations. No friendly
losses were reported.
b. Elements of- the 1-1th ARVN Ranger Battalion located and
destroyed 20 abandoned structures at YA 472547.
(3) InOpera.tion B1.nli Tay 11 (Base Area 701)
Troops-of a US cavalry squadron, flying helicopters,
discovered a battalion-size bunker complex consisting of 100
houses and 1-00 bunkers in the vicinity of YA 731.122. Some of
the bunkers- Were 8 x 10 feet with three feet of overhead cover.
Twenty--six houses and 19 b.unl:ers were destroyed and 10 bunkers
were partially destroyed. Three enemy were killed by helicopter
gunfire.
(4) In Operation Binh Tay III (Base Area 740)
An ARVN force found one G;N1C 2 1/2-ton truck and, five
tons of "rice at YtU 720875. The rice rill be evacuated and the
truck will be repaired and evacuated or destroyed if non-
repairable.
(5) In Operation. Gioau2 To (Base Area 351)
of ammunition.
Elements of a US cavalry squadron found a cache in the
vicinity of YU 283023 containing 38 (four crew-served) weapons,
three vehicles (type not reported) , one radio, and a small. amount

(6) In Operation' Cuu Long I (Base Area 704/709)
The 4th"Vie.tnamese Marine Corps (VNMC) Battalion,
conducting a ground sweep in the vicinity of WT 230081,
encountered a platoon-size enemy rear guard force. A
helicopter gunship, placing strikes in support of the
VNMC battalion, fired three rocket rounds into the friendly
troops killing nine and wounding 15. The battalion. set
up night defensive positions in the area and received
heavy automatic weapons. fire. Results of the. short rounds
and enemy contact are 13 VNMC killed and 19 wounded; 32
enemy were killed.
(7) In Operation Cuu.Long II (West of Base Area
7011/709)
Elements of an ARVN infantry battalion ambushed
an enemy force at VS 805675 resulting in one enemy killed,
three detained, and 10 (one crew-served) weapons seized.
There were no friendly losses.
