1. The attached .papers represent, /current thtriking and a
reexamination of the ARTs and objectives after four months
experience in the field. 17111 fill in details when he re-
turns to Headquarters around the first of June.
2. My comments on the enclosures are as follows:
a. Regarding,paragraph 3 a, Attachment No. 1. We will determine
the e cation of.the ARTICHOKE Team after weighing dll faetors.
While s being considered as a base for the Team, the final:
dEqerminat on has not yet been made.
b. Regarding paragraph 3 b. This is a very important observation
which, if proven true, will upset even the approximate timetable-
originally conceived. To deyelop methods and techni4ueel which .
appare ot now exist, applicable to the different racial groups
in the will be a #ajor, time consuming project.
c. Regarding paragraph 4. The technical assistance onvisaiiiiiit

d. Regarding paragraph 3, Attachment No.2. Phase I has, we be-
lieve, considerable merit and on this plan we would appleciate your
comments and concurrence. We disapprove Phase II at this time on :the:
