The USSR plans to build a strong-base at Wonsan immediately after the Korean
truce talks are completed. Soviet officials stated on 25 June that this base
is needed because of a potential threat -of the Japanese Navy to Soviet and
Korean shipments of oil by Merchant;.,l Zrine from Sakhalin via the Sea of
Japan. The North Korean government has approved this Soviet plan.
