Mr. Jackson asked if we had received a reply from Mr. Lovett in
regard to our memorandum on NIE's. The Director stated that we had received
no reply and did not expect one. he also mentioned thd.t there had been a

pare and submit to him a memorandum on what he thought the 0 would want 25X1

Mr. Dulles read a letter from General Marshall addressed to the
Director on the subject of guerrilla operations in 0. The letter with 25X1
attached memorandum will be sent to Mr. for eomment and then discussed 25X1
with the Director by Mr. Dulles.
Mr. Dulles believes that we should have further affirmation of our
mandate under NSC 26. There is a question as to whether CIA should execute
the mission. Mr. Dulles is preparing a memorandum on this subject for
circulation to the NSC. The Director believes that we must make up our own
minds as to whether we look to State or Justice for guidance in relation to
protection against future damage suits.

The Director suggested that in answering Mr. Hoover's letter on the
IIC, Mr. Dulles say something that would approximate the following: "The
results are too important for us to quibble about media of exchange or details
of protocol. In dealing with foreigners there must be reciprocity and we must 2 5X1
furnish them with information if we desire to receive any." The Director
suggested that Mr. Hoover should be advised to make his own foreign contacts.
