A few such items have been sub- mitted by Mr. Kirkpatrick; however, General Wyman has indicated his disapproval. It was noted that Mr. 0 felt that no harm could 25X1 be done if the above items were made available to Scalli. This matter will be discussed at today~s DD meeting. b. He was seeing Drew Pearson at 10:00 am today. c. The DCI had discussed at yesterdays IAC Meeting the statement that the IAC was not serving the .purpose for which it was designed, and that as a result of this discussion the Director had indi- cated it might be appropriate to appoint a commission to examine the functions and operations of this Committee. Mr. Reber noted that it was his opinion Admiral Johnson bras getting "bum advice", and that after the IAC Meeting on the 10th he had discussed this matter with him at which time Admiral Johnson indicated that his present principal advisor was real],v his covert man and that he planned in the future to use someone . ,with more rank and maturity. ' Mr. Reber suggested that it might be beneficial to give the "flavor" of yesterday~s.IAC Meeting to the Assistant Directors - particularly ,in view of the DCI~s remarks regarding the IAC. Mr. vy spreaaing tinese remarks fully in the minutes. 25X1 Mr.~ requested Mr. Reber to look into the matter of the conclusions o our NIE on Burma being contained in a FECOM report which was wide],y disseminated. In this connection, it was noted that recipients of NIEts did not have the authority to further disseminate these studies. He and Mr. Reber were to discuss with Mr. Babbitt on Wednesday the security of CIA. information furnished the Federal Civil Defense Administratian, b. Dr. Langer to the exchange of informa- tion with (Dr. Langer will discuss this matter r. ulles.) c. The DCI had no objection to OCI comments on items that they published. In fact, it was the Presi- dent s desire that we make comments as appropriate on items contained in the DIB. In this connection, it was also noted that ONE had been invited to send a member of its. staff to sit on the Publication Staff of OCI in order that ONE might have a voice in comments made by OCI. d. He was to review with Colonel our present procedures regarding "pro3ects".
