Since that time he has excelled in a variety of important assignments. Following graduate studies at Oxford as the Navy's first Rhodes Scholar, he held a number of sea assignments including command of a minesweeper, destroyer and guided missile frigate. As.;a flag officer he commanded a Carrier Task Group of the'Sixth Fleet, directed the Systems Analysis Division in the Office of the Chief of Naval Operations, served as President of the Naval War College, commanded the U.IS. Second Fleet, and in 1975 was named Commander in Chief, Allied Forces Southern Europe with the rank of Admiral. On March 9, 1977, Admiral Turner was sworn in as the Director of Central Intelligence. In this vital and demanding position as the leader of the Intelligence Community, he was directly responsible for creating and implementing, innovative changes in the 'collection, analysis ana presentation of national intelligence to the policymakers of the United States. Specifically, he was. given responsibility, unlike any previous Director, for. the formulation of the Intelligence Community budget and direction of collection tasking. He also accepted the role of public spokesperson with such enthusiasm and effectiveness that America's confidence in intelligence, the intelligence agencies and in particular that of the Central Intelligence Agency was largely restored.
