I. GENERAL
\/A. The BBC has appointed as Senior Assistant

1. On 1 October the BBC took over coverage of Moscow TV
broadcasts, a welcome action but limited to the set of
programs that had been standard bureau commitments and
to audio only. role is to complement STAT
processing with full video descriptions from his review
of all programs taken by the BBC, a task that leaves him
little extra time for much needed cruising on the dish and
one that entails an increased burden on the editors, who
must ensure that audio and video descriptions dovetail.
2. Brezhnev spoke at a conference of command personnel of
the Soviet Army and Navy in the Kremlin on 27 August
contrasting the Soviet line of detente and the strengthening
of international security with the U.S. "political,
ideological and economic offensive on socialism" and the
raising of the intensity of "military preparations to an

unprecedented level." The expeditious handling of the TV
coverage of this speech drew the compliments of AG in a message
that also noted the particular usefuliness of the prompt fyi
on a leadership lineup with Andropov and Chernenko appearing
together for the first time since the former was elevated to
Politburo status. The lineup was treated in a TRENDS article
the same day.
3. Brezhnev's other activities in October included speeches,
banquets and talks in connection with visits by the SRV's Truong
Chinh, Ethiopia's Mengistu and Cyrus's Kiprianou.
4. In response to a request from AG's Myron Hedlin, the bureau
cooperated with Okinawa in a survey of Moscow TV's Novosti
newscasts 3-9 October. The survey was a useful exercise,
particularly since Hedlin identified Novosti as "an important
potential source in the event of a crisis or fast-breaking
development."
5. Poland continued to be a source of disquiet in Eastern Europe
and a great deal of copy in the bureau, this month primarily
owing to the ban on Solidarity that came out of the Sejm
meeting of 8-9 October. In response there were strikes and
disturbances at Gdansk and Nowa Huta, protests by the pope and
Archbishop Glemp, and a series of official meetings of the party
Politburo, the Sejm and a PZPR Central Committee plenum.
6. Early in the month Iran announced a fresh offensive in its war
with Iraq, a move that fairly rapidly subsided once more into
a stalemate punctuated by the daily, obligatory communiques.
In another Middle East development a seven-member committee
appointed by the Fes summit to explain the Arab peace plan to
the UN Security Council and the United States provided the
focus for a good deal of comment by moderates and radicals
alike.
7. It is worth noting that Kenya's internal affairs continued to
sputter with virtually daily announcements of further sentences
of Air Force personnel and reports of other courts martial.
8. The Somali dissident radio, Radio Kulmis, reported that
delegations from the Democratic Front for the Salvation of
Somalia and the Somali National Movement had signed an
agreement to cooperate fully in hastening the overthrow of

the present regime. As part of the pact, the radio immediately
changed its name to Radio Halgan.
'/9. The impact of having assumed responsibility for coverage of
speeches and articles by central leaders and by republic first
secretaries Aliyev, Kiselev, Kunayev, Rashidov and Shevardnadze
that appear in the republics' press was more palpable than
during August and September. A national-level ideology
conference held in Tallinn resulted in over 22,000 words of text
filed from the republic's newspaper SOVETSKAYA ESTONIYA,
including a 12,000-word speech by Central Committee Secretary
Rusakov in which MBFR Ambassador Staar expressed an interest.
A plenum in the Georgian Republic featured a 26,000-word speech
by Candidate Politburo Member Shevardnadze filed from the
republic's paper ZARYA VOSTOKA. A 36,000-word speech by
Azerbaijan First Secretary and Candidate Politburo Member Aliyev
given at a plenum of the Azerbaijan CP appeared at the end of
the month in BAKINSKIY RABOCHIY.
10. Articles filed by PMU from the Soviet journals NOVOYE VREMYA,
VOPROSY FILOSOFII, and MIROVAYA EKONOMIKA I MEZHDUNARODNYYE
OTNOSHENIYA were cited in Trends articles published during
October. An article by Dmitriy Volskiy filed from NOVOYE
VREMYA that was critical of Iran's rejection of a Security
Council resolution aimed at ending the fighting between Iran and
Iraq was cited in a 20 October Trends article discussing Soviet-
Iranian relations. Soviet economist Yuriy Novopashin's
VOPROSY FILOSOFII article discussing the impact of declining
economic performance on Soviet ability to render aid to Third
World countries served as the basis of a 14 October TRENDS
article. Colonel Rybkin's article in MIROVAYA EKONOMIKA I
MEZHDUNARODNYYE 0TNOSHENIYA in which he defends Brezhnev's
position that no political end can be achieved through nuclear
war discussed in the 6 October TRENDS article "Hardline Military
Theorist Defends Soviet Deterrence Policy."
11. Rapid processing of fodder harvest data and livestock production
statistics at the request of the Wire Service during the middle
of the month earned the "extreme gratitude" of the consumer.
12. PMU surveyed, at AG request, the Soviet press back to 14
September in search of reportage, and commentary critical of
China. The survey confirmed that there had been a virtual
stand-down of anti-Chinese propaganda emanating from the Soviet

press in anticipation of and during Sino-Soviet talks in
Beijing.
13. Receipts of the Lebanese newspapers AN-NAHAR, AS-SAFIR, and
AL-BAYRAQ resumed with the reopening of Beirut airport on 30
September. Only Tuesday, Thursday, and Saturday papers are
available at present, and efforts to obtain back issues have
not been successful.

by which time bureau communicators had handled a daily average of
241 messages.
