SUBJECT: S. 1001, Reauthorization of the Office of
Federal Procurement Policy

STAT 1. On 22 September 1983, Legislation
STAT Division, Office of Legislative Liaison (LEG/OLL),
STAT Logistics and Procurement Law Division, Of ice ot
General Counsel (OGC), and I, met to discuss combined OGC
and Office of Logistics (OL) concerns with S. 1001, as
indicated in Reference B. In essence, OL and OGC felt that
the CIA's statutory procurement authorities were being
subsumed into authorities being granted (in S. 1001) to the
Director of the Office of Federal Procurement Policy (OFPP).
STAT 2. After dissuading) lof any intent to seek an
amendment to S. 1001 to satisfy OGC and OL concerns, we
explored the appropriateness of somehow including in the
S. 1001 legislative history, language that would address the
concern. After much dialogue we settled on a colloquy that
could be included in the Congressional Record. Discussion
of this strategy with D/OLL and DD/OLL resulted in approval
to proceed.
3. Mr. Chuck Carlsen, Chief, Senate Liaison, Office of
Legislative Liaison (C/SL/OLL), and I, developed a strategy
and, through cooperative Senate Select Committee on
Intelligence (SSCI) staff, effected same on 23 September.
The result of our collective effort was the attached--a
colloquy between Senator Richard G. Lugar (R., IN) (a
concerned member) and Senator William S. Cohen (R., ME),
Chairman of the Governmental Affairs Subcommittee that
authored S. 1001, that sufficiently addresses the stated OGC
and OL concerns.

of Central Intelligence statutory authority to protect Intelligence
sources and methods and to support Intelligence purposes.
