Mr. Dulles:
a. Noted a cable from the Senior Representative (IN 47923)
respecting permanent change of station for , and stated
that: (1) he concurred in this proposal; Q) 0 should be queried
whether any action was desired on our part here at Headquarters.

I insofar as any covert operations might be concerned, 0 noted tie
d. Referred to memoranda of conversations with Ambassador Luce and a
memorandum for the record prepared by DD/I of the Vice President's briefing
to the NSC, and stated that in the preparation of such memoranda 25X1
should be used for the officials being briefed or debriefed. This, the
Director said, should apply to all future memoranda prepared on conversation.,
interviews, etc., with VIP's, and asked DD/I for 25X1
the Vice President where his name appears in the memorandum prepared of h13
report to the NSC. In connection with the memoranda prepared by 25X1
on conversations held with Ambassador Luce, the Director asked ti): 25X1
(1) go through these and set forth for his consideration any action required
on the part of CIA; (2) dispatch a 'cable 25X1
pointing out that we assume Ambassador Luce wiII report on her conversations
here in Washington, and in the meantime Headquarters is forwarding a report
of discussions held with Mrs. Luce. The Director said this report should Sae
a sanitized version of those submitted by

e. Noted an article in a recent issue of the SATURDAY EVENING POST
pertaining to Italy and how the Communists steal elections, and asked DD/F'
to consider a follow-up piece which would indicate the Communists' ability
to do the same thing in other countries.
f. Stated it had been suggested to him that General Bradley prepare
an article for publication on EDC from the "soldier's viewpoint", a m asked
to find out when General Bradley would next be in Washington
at which time he (DCI) will speak to him about this.
g. Referred to a proposed assignment of one of our officers whose wife
is a foreign national and stated that: (1) no further consideration would be
given to this particular assignment; (Z) employment of personnel with spouses
who maintain foreign citizenship would be passed on personally by him. In
connection with the above case, the Director asked Colonel White for a report
in this particular instance.

and asked to ensure that the information contained therein was
furnished to the Secretary of State.
i. Referred to a cable from the Senior Representative, 0 per-
taining to the assignment of there and noted his intention of
preparing a reply.
j, Asked Mr. Wisner to furnish him with directives which we have received
from the NSC and the 0CB on CIA operations In this
connection, the Director referred to a paper which had been prepared respecting
activities against and asked that it be included as a part of
the report,
k. Asked if we had received all the information had to
offer as a result of his trip to Russia, Mr. Amory noted he would check on
this, but he thought we had. The Director said steps should be taker,
probably throw h to ensure that we receive the
views of
1. Received a telephone call from Congressman Taber during the course
of the Meeting cancelling the Luncheon scheduled for today. Congressman
Taber indicated he would get in touch with the Director later this week
and arrange for an appropriate time to see him. The Director emphasized to
Mr. Taber that we did not wish to give him a complete briefing on our budget
at this time, but did wish to receive his guidance as to how the budget
should be presented, contents of the presentation, etc. Mr. Kirkpatrick
undertook to monitor this in coordination with DD/P, DD/I and DD/A.

Mr. Kirkpatrick:
a, Reported that Congressman Judd was coming in for a debriefing on
Saturday, 23 January.
b. Noted he had received a report that a file marked CIA and classified
Top Secret had been seen in a certain office outside the Agency and while there
was no assurance that the file itself was actually and in fact one of ours,
this had raised the question of the security of our files, which he was
looking into.
