a. Stated he had received a call from Gen. Gaither, AC of S,
G-2, Dept, of the Army, this mornin ex ressin concern over the
worsening situation between the nd noted 25X1
he had informed Gen. Gaither that in his opinion there were some
extremists in 0 who may very well wish to precipitate
hostilities. Mr. Dulles asked those present if this be true orhat
should CIA do as an intelligence agency if the decide 25X1
to moves Mr. Amory remarked he believed the current policy paper
on such action should it occur covers this contingency The
Director noted his intention of calling Dillon Anderson and
suggesting that he bring this paper to h tt ntion of ali con-

material referred to therein, The Director noted he would call
Senator Benton and advise him he would be receiving this saterial

bs. Stated in going over one of the Director of Training*s
weekly reports he had noted that Training had attempted to
establish classes in Ostrange and different languages and had
received only two applicants -- one from DD/F and one from DD%T.
Gen, Cabell said it had been contemplated that these languages
would be studied on company time and, of course at no expense
to the students, ACTION: DD/P and DD/I undertooIc to determine
why more of their people had not applied for these courses.
The Director remarked that he had been concerned for some time
over the fact that a number of our senior and ,junior officers
in area divisions did not know the language of their respective
areas and he desired more emphasis placed on language traininit,
In this connection the Director asked if anything is being done
about this and stated he felt that language proficiency should be
one of the determining factors in promotion, In short* where
there is only one vacancy and two or more officers are being
considered officers with language proficiency in their area
should "have a plus and those without a minus",. Col. White
noted there is a plan for increasing the language proficiency
of employees which is tied in with the Incentive Awards Frogram
and as-soon as it can be staffed out it would be submitted to

c,~ Noted Col Baird had reported that those taking advantage
of the reading-improvement course had increased their ability
to rapidly read and retain and in fact this course has resulted
in a substantial saving in man hours, The Director noted he
would like to talk to our expert on rapid reading at same
convenient time. ACTION: Mr,

briefed by selected stations during his current trips
bs Seported that l~r. ~9m. Godel~ Dep, Asst. to the Secretary
of Defenses Special Operations plans to visit the Far East
same time after the first of the year, Gen, Cabell suggested
that since he .will in all probability see a number of mal-
crntents from Defense it might be well to have him briefed by
selected CIA Chiefs of Station. Mr, 0 noted he believed ~ 25X1

cs Reported that Douglas MacArthur IIt Counselor of the
Department of State is holding a meeting next week on 5EATE} and
noted his intention of attending after outlining what CIA*s

Reported that the survey of the Clandestine Services
conducted by the Bureau of the Budget shows that these people
have an excellent working knowledge of our covert activities
and recommended that should future surveys be made that he
and DD/S work out some system whereby security can be protected.
The Director approved and asked to see the above-mentioned survey
after DD/P has an opportunity to make his comments,

Reported that the Bureau of the Budget intends to make
another survey of the intelligence community collection actfvi*ies.

Mr, Amory:
b, Stated he had received an invitation from Mr. McCloy
to make an address at Arden House before a group of industrialists
including people from foreign nations.. Since this address is
not scheduled for about three months the Director said he would
like to think it over,
