Mr, Helms:
Reported that he had fully discussed at his staff meeting
yesterday the Director* s desire to reduce cable traffic and
as a result it had been decided that Training would run a one-
day course on the technical aspects of drafting messages.
This course will be attended by those DD/P officers most con-
cerned with writing cables. In this connection Mr. Helms asked
Col, White the status of reinstituting the fast pouch service and
Col. White undertook to check with General Cabell 25X1
pointed out at actually revival of this service to Q 25X1
would not save any appreciable amount of money
since we use lines leased by the military for which CIA is
not charged. Mr. Kirkpatrick remarked that it was not so much
a saving of money involved but rather the terrific load now
being carried by Commo which has. In fact, reached the saturation
point even though this Division is doing a superior job. The
Director agreed with this and noted his intention of visiting
Commo at his earliest opportunity.

Col. White:
a. Reported he had looked into the Director's suggestion
that employees occupying assigned parking spaces contribute
to a central fund which would be used to assist other employees
who have to pay for parking and had found for technical reasons
such money collected would have to be turned over to the
Treasury Departient. Col. White also said there was not much
chance for the formation of a parking association to rent lots
since none are available, particularly in the Potomac Park
area. It was agreed that DD/S would continue to assign parking
spaces to offices and leave the responsibility for further
assignment to the offices concerned.
b. Reported the Director of Training has advised him
that a number of our people are being invited to make speeches
and invariably turned to Training for advice, in addition to
clearing with Security, He suggested that the Office of
Training be designated as a focal point for such invitations
in order that it might be in a better position to keep tab on
who is speaking where and on what subject and also which
employees are qualified to speak on various subjects. Mr.
Kirkpatrick noted that his paper on the conduct of briefings
is about completed and recommended that Col. White's suggestion
be combined with it. The Director approved and asked DD/S
and the IG to work this out.
