1. For the reasons set forth in the attached memorandum, we wish to
combine the subject community assessments into a jointly-chaired NIE 85/4-84
The Cuban Military Build-up -- Options for Castro. Not only will this merger
save considerable intelligence community analytic and coordination time, it
will provide the consumers, particularly the Navy, with a more complete
assessment of the multiple opportunities and perils among which Castro would
