Present: Mr. Dulles, General Cabell (part of meeting), Mr. Bissell,
Mr. Amory, Colonel White, Mr. Kirkpatrick, Mr. Helms,
Mr. Barnes, Mr. Sheldon (part of meeting), Mr. Kent,
b. Noted a memorandum from I regarding State
Department communications, and commented that he fully understood the
Department's desire to increase the speed and efficiency of its communica-
tions system and made it clear that the Agency would fully cooperate in
assisting State in this matter. It was pointed out that at the moment the
problem of State communications is being discussed at the highest level in
the Department and it would appear that the technicians have not yet had an
opportunity to express their views. After some discussion it was agreed
that the best way to handle this matter would be for the Director to offer a
proposed solution to the Department in a letter from the Director to the
Secretary of State. Action: DD/S and DD/P. Mr. Bissell suggested that.
a copy of any such letter should be furnished to the Bureau of the Budget
and the Director concurred.

e. Asked if CIA had any connection whatsoever with the current
spy case ( and was advised by Mr. Helms that
this Agency was not involved. Mr. Helms said in fact we were not
consulted in any way, shape, or form, and the only connection we had
attempt
available to the FBI on two occasions for an

a. Noted had prepared a memorandum regarding
CIA problems in the cover field, and suggested that this might be an
item for discussion with the Killian Committee. The Director made it
clear that we should not ask the Committee for an endorsement since
obtaining cover is the Agency's responsibility. However, the Committee
should be acquainted with the attitude, of other Government agencies'
reluctance in providing official cover.
b. Noted that at the "Tuesday Luncheon" the subject of State
obtaining views from CIA, on policy was discussed (as raised by
Mr. Sheldon at the Deputies' Meeting on 14 June; and noted Mr. Bundy
had gone after McGhee of State rather hard, n tis matter. He said he
and Mr. Amory had agreed that when individual requests are received
from the Department for comment on. policy, such requests will be
pulled together in order to ensure that a coordinated Agency view is
furnished. He also said that the matter of getting estimative information
cranked into task forces had been raised -- and no satisfactory solution
had been reached. He commented that Mr. McGhee had stated he saw
no reason why it is necessary to go outside of the Department for
intelligence support since Mr. Hilsman had "600 people" in his office
who should be able to furnish such support as required. Mr. Amory

stated he is planning to see Roger Hilsman today about this matter along
the lines recommended by Dr. Kent at the Deputies' Meeting on 14 June.
Referred to Mr. Kirkpatrick's memorandum regarding preparations
for the Director's appearance before the Killian Committee, and asked to
whom the responses should be sent. The Director delegated the IG and noted
he wanted to talk to Mr. Kirkpatrick from time to time as these responses
are received.
