30,000 copies of the C.I.A.'s
new 82-page, multicolored at-
las of the People's Republic
of China.
Officials at the printing of-
fice said that except for an.
annual four-volume series
listing the broadcasting sta-
tions of the world, the atlas
was the only C.I.A. document
they had produced for sale
to the public.
In addition to detailed maps.
of modern China, the atlas,
which has the C.I.A; s seal
on the cover, also contains
historical maps, a number of,
charts depicting the growth
of the Chinese economy, and
a narrative accompanying the
maps and charts. . ,

1. Last November 0BG1 published with the expert assistance
of PSD a comprehensive atlas of the People's Republic of China
for government use in planning President Nixon's historic trip.
Few Agency publications have enjoyed the enthusiastic reception
that marked the appearance of this work. More than 2, 000
copies were distributed through the government and another 2, 000
copies have been sent out to non-governnt institutions and
libraries concerned with China. At the moment of this writing.
Agency stock Is nearly exhausted and with your encouragement
the Government Printing Office has agreed to reprint the atlas
in bulk for public sale.
It got out on time, it set widely acknowledged high standards of
professionalism and effectiveness, and it brought great credit
to the Agency. I am extremely grateful to you and your organisation
for the skill, imagination, and hard work that PSD contributed
to this enterprise. Please convey my appreciation to all those
who were involved.

I certainly appreciate your 7 March letter
complimenting this Agency on the China Atlas. This
Atlas was prepared by our Office of Basic and Geo-
graphic Intelligence and as you undoubtedly realize,
required a great deal of time and effort. It is
indeed gratifying to hear words of praise from pro-
fessionals like yourself.
I agree with your views that the Atlas should
be made available to the American public in general
and to this end we have turned over the reproducibles
to the Government Printing Office. GPO anticipates
a fairly large run with sales to begin sometime this
summer.
We have received other queries from commercial
painting firms and we are advising them of our GPO
arrangement because this may render it commercially
impractical for these firms.
Again my thanks for your kind words and I will
see they reach the appropriate people on my staff.

Dear Mr. Helms:
I have just seen the Atlas of China and I hasten to compliment
your organization and especially your cartographic staff on a
superb publication. Its concept, its content, its design and its
cartographic excellence have gained the admiration of all of us
at Rand McNally. Surely this atlas can fill a long-felt void in
maps and atlas materials that has plagued American scholars
of Chinese affairs.
The changing realities of today's world strongly recommend
that such a volume receive widespread circulation among not
only the academic community but also the general public at large.
As suppliers of a wide variety of atlases, Rand McNally would be
most interested in obtaining the reproducibles for the Atlas of China
in order to publish this work in part or in whole for the American
user. We make this request in full awareness of the kinds of
restrictions that normally attend the use of such materials, but
we are so persuaded that this publication merits wide dissemination
that we are taking the liberty of writing to you directly for per-
,i ..ission to proceed in that direction. It would be our intention to
publish an atlas which would reach the general public through our
Trade Division, universities and school students from our
Education Division, and the business and commercial world
through another special marketing division.
Naturally, we would pay the full costs of material and labor, and
we would agree to give due credit if this were desired. While each
element of the atlas is outstanding, we might wish to alter the
contents or format; our principal interest, in any case, focusses
on the regional and thematic maps.

It is our belief, furthermore, that a commercial version of
this atlas inevitably will appear because it is simply too good to
remain as a limited edition. We sincerely hope, therefore, that
you will favorably consider our request to obtain the appropriate
materials, and we would like to assure you again that we would
abide by any restrictions regarding the identification of the
contents.
We hope we may look forward to hearing from you on this
matter.

SUBJECT: Inquiry to Reproduce Agency's China Atlas
1. On 1 March Mr. Thuermer raised at the Morning Meeting an
inquiry he had received from the local representative of "Facts on File"
regarding the desire of his company headquarters in Chicago to reproduce
the Agency's China Atlas. Mr. Houston stated that the Government had no
property rights on such printed material and confirmed Mr. Proctor's
statement that the plates would have to be made available under the Freedom
of Information Act if the requestor agreed to pay for them. The Director
seemed disinclined to volunteer but agreed that we should stand aside if the
company decided to proceed.
2. After the meeting I checked with Mr. Blake and learned that there
had been no contact with the O/L front office or with PSD on this matter.
In later talking to Mr. Thuermer I learned that he had nct talked to Mr. Houston
or to Mr. Proctor having decided to raise this matter at this morning's
meeting. He had however mentioned it at lunch on 29 February when DD/I
officers were present and this is likely how the news spread. Mr. Thuermer
recognized that further action necessitated discussion with us and we agreed
that when he again talked with "Facts on File" local representatives Mr. Blake
or hould be present. (He also agreed that we should arrange a
tour of PSD facilities for him before such an additional discussion takes place. )
I passed this to Mr. Blake.
3. Late on 2 March Mr. Blake brought in a paper prepared by
n response to a request from D/OBGI for use in a DD/I meeting
3 March. After some discussion of the precedent which our action seemed
to involve we got together with Mr. Houston. Mr. Houston confirmed that

the Agency would be required to provide "reproducables" to any publisher
who requested them and was prepared to reimburse. We suggested and
Mr. Houston agreed that it would be preferable to put this problem in the
hands of the Public Printer.
4. Having failed to reach them on 2 March, I spoke separately
with Mr. Thuermer and Mr. Proctor on 3 March to acquaint them with the
problem noted above as well as our proposed solution. Mr. Proctor urged
that we not got to the Public Printer until we were faced with a demand by
"Facts on File" or the publisher for "reproducables. " I chatted with
Messrs. Blake, Houston and Thuermer and all agreed to this adjustment in
our position. Mr. Blake will instruc ccordingly. Subsequently
I informed Mr. Colby of this decision.
