The attached letter to General McPherson. Commandant of the National War College, in for your signature. It is a negative reply to his invitation to participate in this year's Program for Strategic Research. I have attached the referent and some background papers for your infor- mation. 2. The National War College set up the Program for Strategic Research last year to run concurrently with the regular teen-month senior program at the college. The Agency was invited to send a senior officer. After unsuccessful attempts to find the right person, Colonel White recommended that we decline the invitation. C. 20505 Last year The National War College invited the Central Intelligence Agency to assign a member of the Agency to our National Security Affairs Research Group as a Senior Research Fellow to participate in research and study of selected national security policies and their implementation. The Agency was unable to accept our invitation to participate. Again this year we would like.to invite the Central Intelligence Agency to participate in our program of strategic research. From experience gained this past year we have redesignated the group as the Strategic Research Group with a mission to develop innovative studies related to the strategic environment and national strategy stressing strategic philosophies, theories and concepts for consider- ation by decisionmakers at the highest levels of the U.S. Government and Armed Forces. The future success of our research effort will depend upon the talents and abilities of the Research Fellows assigned to the Strategic Research Group. Fellows are normally graduates of a senior service college or equivalent institution and have advanced degrees as well as practical experience on senior military and civilian staffs concerned with national security policy and strategy. Although in faculty status, they are free of curriculum teaching and planning requirements. They devote their entire year to research and study, with The National War College library facilities and research assistance at their disposal. We would be most appreciative if you would find it possible to designate a member of the Agency to participate in the program during the coming academic year. They would still be glad to receive a nomination, if possible by 15 July when the group intends to organize, or by 1 August at the latest. The group will consist of two representatives each from the Army, Navy, and Air Force, one from the Marine Corps, and, they hope, one each from State and CIA. It appears however that State may also not be able to provide a candidate this year. 2. Colonel Collins repeated the comments you had already heard 25X1 about I but made it sound as if [~ukewarmness to the 25X1 idea was one of the factors in suggesting he was not suitable. 3. 1 attach a list of CIA graduates from the war colleges and the D~e.1~ Senior Seminar of the Foreign Service Institute with the grades of those who are still in the outfit. As you may remember the qualifications which Colonel Collins said they would like to have fulfilled were as follows: a. He should be a graduate of a senior service college or of the Foreign Service Institute's Senior Seminar in Foreign Policy and should have an advanced degree as well as practical experience on senior military and civilian staffs concerned with national security policy and strategy. Colonel. or Colonel) of the Group, i. e., GS- 14 or GS- 15. c. He should be interested in full- time research dealing with the field of theoretical and conceptual strategy. We have checked once more with the DD/1's office to see whether there is any alternative candidate in mind. Since there is not it looks as if our finding a candidate will depend on. your seeing a suitable name in the attached list. 4.
