SUBJECT : Procurement of Computer Terminals from Ike
Data Systems Corporation
1. A.ctt* Requested. Paragraph 4. requests your approval to
purchase 88 Delta Data Visual Display Terminals in FY 1974 in the amount
of $377, 584 with funds already designated for ADP equipment purchases.

a. These display terminals were selected as our standard
in 1972. They have proven very dependable and user acceptance has been
good.
b. Fifty of the 88 terminals to be purchased were ordered
on a lease basis at the beginning of this fiscal year. This procurement
action will eliminate $194, 000 in annual rental costs in FY 1975.
C. The useful life of the Delta Data terminal is estimated
to be five years. The purchase cost is equivalent to approximately two
years of rental.
3. Staff I'os itkon. The Chief, Operations Division, OJC8, has
recommended this procurement action as a cost effective means of provid.
ing computer terminals for our current requirements.

SUBJECT : Delta Data Terminals
1. In response to your telephone call of 16 April, the attached
Delta Data Terminals Summary shows the planned distribution of 192
terminals to various Agency components. One hundred sixteen
terminals are already installed; 12 of these are on a rental basis.
The 88 terminals that we want to purchase include the 12 that are on
rental.
2. We think it is best for OJCS to budget, procure, and
control inventories of terminals. This gives us better control over
the compatibility of terminals that will be used with our computers,
reduces the administrative processes concerned with budgeting and
procurement, provides better flexibility for shifting terminals among
the changing user population, and simplifies maintenance activities.
