SUBJECT: Terms of Reference for SSCI-Directed DCI Study
of Intelligence Community Counterintelligence
1. The Senate Select Committee for Intelligence has instructed
the Director of Central Intelligence to prepare a study on Intelligence
Community Counterintelligence Analysis Efforts. The DCI has approved
the attached Terms of Reference for the study. The Community Counter-
intelliPh Staff is responsible for coordinating and completing the
