Urquhart Chairman National Capital Planning Commission Washington, D.C. 20576 Dear Mr. Urquhart: This letter is in response to your verbal request of 4 August 1983 for information regarding the scheduling of off-site road improvement studies for the proposed CIA expansion. The Virginia Department of Highways and Transportation (VDH&T) collected traffic counts on the surrounding roadways in late April 1983. These counts are being incorporated in a new traffic analysis that is scheduled for completion by September. The VDH&T has also selected the firm of Dewberry and Davis as a design consultant. The design firm is expected to begin work during September, using the traffic analysis prepared by VDH&T to identify alternative design solutions capable of supporting our expansion. The plan is to evaluate the alternatives and select a Preliminary Design by the end of this calendar year. The Agency has requested representatives from the local community and involved government elements to join in a CIA Traffic Advisory Committee that will meet to review and comment upon the planning assumptions, analysis, and road designs. The intent of the Agency is to use this Committee as a vehicle to select the design that best addresses the concerns of the Committee members. Meetings are planned to start the last week of August and continue as needed until the road designs are completed. It is our current belief that selection of a Preliminary Design within the schedule set out above should provide sufficient confidence in the total project design to permit on-site construction to begin on schedule in Fiscal Year 1984.
