MEMORANDUM FOR THE UNDER SECRETARY OF STATE
DEPARTMENT OF STATE
SUBJECT: Reaction of Syngman Rhee to Truce Talks
Mr. Dulles has asked that the following message be
Rhee said if truce without unification of Korea is effected ac-
cording to State Department plans, he will order ROK Army to
march alone to Yalu. Rhee passed around copies of
cables from American friends urging him to fight State Department
policies.

"2. On 21 April Rhee called meeting all available Army
generals including brigadiers and urged them draw plans for ROK
Army to carry on war alone. Staff Chief Paek Sun-Yop asked Rhee
wait until February 195+ when ROK Army would have 22 Divisions,
in view of present manpower shortage and fact that ROK Army in-
capable covering 155-mile front alone. Rhee retorted no one knew
when United States would withdraw. Consequently ROK Army must
push while United States artillery support still available, and
regardless what Washington thinks or does ROK Army should start
offensive so United States Army would have no choice except fire
artillery support."
