These asticles, however, upon coordinatert analysis appeared to have been derived from information already available to the public press .nd it was determined that they did not constituto unauthorised diselo ores. In these instances, an unnecezzary investigation was avoided which would have served no useful purpose. In view of the considerable effort: involved in any investiga- tion, it is necessary that a coordted *valuation be made by the Interested departments and agencies on the basis of available facts. In any instance where it appears that a poeethie unauthor- ised disclosure of classified intelligence information has occurred, a request should be made to the United States Intelligence Beard for two basic determinations as follows. (a) Whether or not the disclosure of classified information is serious enough to endanger the national interest. (b) Whether or not an investigation by the in- terested departments and agencies may be productive or warranted. I f*ei that this procedure will prove to be beneficial and will permit all concerned to concentrate their investigative efforts on those matters that are serious and warrant such concern.
