you are presenting in the Senior 4~ icer (.counterinsurgency and bpecW
Warfare Orientation Course.
Two of our senior peremuftl who attended the course last month
were especially impressed by the high standard of instruction and excel-
lexica of presentation in the program. They also commented on the
unusual opportunity the course affords is acquainting officers, who have
had ao previous field experience. is the problems of counUrinsurgency.
Us, hope to continue using the billets you have reads to the Agency
principally by assigning civilians or reserve officer employees. Rather
than sending professional paramilitary specialists exclusively, we would
prefer to take advantage of the sours, by sending senior Agency personnel
whose work is affected by cowsts elsl-u~rgency problems but who perhaps
have not had the opportunity to be exposed to the military side of the
activity. .
Granting the complex nature of counterinsurgency. I am particu-
larly pleased to hear the Army is carrying through this instruction with
such success.
