1. This is for your information.
2. The White House Communications Agency has informed me that their
personnel have now completed the installation of a communications center on
the LBJ ranch in Texas to be maintained and operated while the President is
in residence at his ranch. They have provided sufficient terminal crypto-
graphic equipment, circuitry and personnel to accomodate message traffic
to and from the President, his advisors and others having messages to send
to the ranch including CIA.
3. If CIA has special requirements involving extremely sensitive
traffic requiring privacy handling, provisions will be made so that a CIA
cryptographer can communicate directly between the ranch and the CIA Langley
Building. To meet this requirement WHOA has agreed to provide the necessary
circuitry, equipment and operating area for agency use within the confines
of their own communications center. CIA will provide the cryptographic
keying material, procedures and personnel. It is understood that this
requirement will not interfere with the normal priority of Presidential
traffic.
