Photographic Evidence on the ABM Tracking and Guidance Radar
The tracking and guidance radars for the modified ABM launch system
currently being developed at Sary Shagan Launch Complex D will apparently
use paraboli dishes like those of the existing ABM system. Photography
in shows that a 12-sided gridlike structure next to the large
Try Add building at Complex D is a construction platform for the radome of
a mechanically steered parabolic dish antenna, rather than the superstructure
of an electronically steered antenna, which was one of the functions previous-
ly suspected.
A probable dish antenna has been installed on the small Try Add build-
2 5X1 D ing at Launch Complex D sincel Its associated radome was assembled
and lying on the ground next to the building in 0 As yet, the third
Try Add building at Complex D does not have an antenna installed and has
undergone no modifications which can be seen.

Port Improvements at Haiphong 25X1 D
A new quay, approximately 1,300 feet long, has been under con-
struction at the Haiphong port since Ind is now in partial
use. When observed on photography in a 300-foot segment
was nearing completion and a previously completed 500-foot portion
was being used for unloading a Ship. The remaining 500 feet of quay
is still under construction (see Figure I). When completed, the quay
will provide at least three berths for oceangoing merchant ships in
addition to the previously existing eight. (These eight berths do not
include one berth at the coal wharf, which is being used only for
coastal shipping.)
A set of parallel rails probably for a traveling overhead crane
was first observed under construction on the apron of the quay in
Haiphong port facilities and would reduce the cargo handling and turn-
around time for merchant shipping. The crane would evidently be used
in conjunction with two sets of meter-gauge tracks which were first
seen under construction in March but are not connected to a rail line
at present.
A ditch along the quay contains preformed concrete sections with
removable covers. Conduits made of such sections are commonly used
at Soviet ports to carry utility lines to ships at quayside.
