It is located in an isolated area at 60-07N 30-59E, 23 nautical miles (nm) east-northeast of Leningrad, and 3 nm from the shore of Lake Ladoga (Figure 2). It is served by an access road from the Leningrad SAM ring road. Aside from a probable guard shack at the entrance to the access road, no security measures have been observed, although ground scarring on two sides of the compound ,may be fencing. This facility has not changed since Initially the facility could be identified only as an SA-2 training center. However, an area adjacent to the SA-2 practice sites was identified on photography of as corre- sponding quite closely to a segment of the probable AMM sites near Leningrad and to the AMM R & D sites at Sary Shagan. Moreover, the presence of a distinctive curved building, of the same size as those at the operational and practice sites referred to above, has been established. Inasmuch as Leningrad is the only place with deployed AMM sites, this would be a logical place for such training. 1/ Leningrad SAM Training Facility, North- east, covers approximately 320 acres and con- sists of the following areas (Figure 2): Administrative Area. This area contains three large, multistory U-shaped probable classroom buildings; a possible practical in-' struction building; and three administrative buildings, one of which may house officers of the school staff. Barracks Area. There are 5 large multi- story enlisted men's barracks, two of which possibly house the school staff; 11-smaller barracks, possibly for NCOs, officers, and administrative support; and one U-shaped ad- ministration building in this area. Storage and Support Area. Two large buildings are possibly used for storage, and nine smaller buildings are probably used for maintenance, repair, supply, and personnel services. There is a possible standpipe near -the largest building. SA-2 Training Sites. Dimensions and locations of the two fan-shaped SA-2 sites indicate that the larger is probably used for live firings over Lake Ladoga, whereas the smaller probably is used only for_ practice such as load- ing and unloading missiles. There are two large and at least one small buildings immed- iately associated with the training sites. Possible AMM Training Site. This area has been reported on previously. 1/ Motor Pool Area. Details are obscure, but there appear to be a large, one-story prob- able garage, five small possible buildings, and a large parking apron which could accom- modate missile trailers. Possible Substation. This rather large area contains a small clearing with a small possible transformer shack. The quality of the photography prevents identification of associated electronics. Various ground scars at and around the site can be only generally attributed to power, communica- tions, security, and possible drainage. LENINGRAD SAM TRAINING FACILITY, SOUTHWEST This facility is located at 59-33N 29-56E, 25.5 nm south-southwest of Leningrad, and one nm north-northeast of one of the city's major SAM assembly and storage facilities. The area, encompassing approximately 220 acres, is road served and secured by a single fence. At least three probable guard towers are visible. There is a striking similarity between this and the Northeast facility in the design, number, and layout of the buildings. Measure- ments of the SA-2 site itself correspond closely to those of the smaller one at the Northeast facility believed to be used only for practice exercises. It is probably not operational inas- much as the general density of population in the surrounding area would preclude safe live firings. This area contains three large multistory U-shaped probable class- room buildings; a small, possible practical instruction building; and an administration build- ing which may also serve as living quarters for officers of the staff. Barracks Area. In this area there are two administrative buildings, one U-shaped and one E-shaped; two possible administrative support buildings; eight large multistory barracks; 2 medium-size multistory barracks possibly for the school staff; and six small multistory bar- racks. There is also an athletic field to the southeast. Storage and Support Area. An irregular area contains six small buildings which are probably used for maintenance, repair, supply, and personnel services; two large possible storage buildings; a possible heating plant; two probable garages; and a probable motor vehicle maintenance shed. SA-2 Training Site. In addition to the probable dry-fire SA-2 training site, there is one large probable building which could function as a missile assembly building and/ or garage, and one small possible building. The Kordon facility has been previously re- ported, 2/ but additional measurements are given in Figure 4. The installation is shown on KEYHOLE photography of Figure 5. SARY SHAGAN SAM TRAINING FACILITY AND KAPUSTIN YAR SAM FACILITIES The Sary Shagan SAM training facility has been covered through - in previous reports. 3/ 4/ Subsequent photography reveals no significant changes, merely the addition of two probably barracks in the support facility.
