The Elektrostal Complex is located approx-
imately 35 nm east of Moscow on a branch of
the Noginsk-Fryazevo rail line. The complex
occupies an. area of 5 sq mi and contains
three separate industries: the Noginsk Steel
Plant, the Uranium Metals Plant, Factory 12,
and the Elektrostal Heavy Machine Building
Plant.
The Uranium Metals Plant is situated east
of the railroad and appears to have no direct
rail connection with either the Noginsk Steel

Plant or the F Leavy Machine Building Plant. The-
Steel Plant and the Machine Plant appear to
share road and rail facilities. (Rail lines are
shown schematically in Figure 1.) The Uranium
Metals Plant is surrounded by a cleared strip
with a fence in the center. This plant is more
heavily secured than is normal for an industrial
facility. The other two plants have normal
industrial security of fences and gatehouses.
No evidence of association with the missile
program has been observed.
