1. Chernikovsk Refinery is the north member of the refinery complex
which also includes the Staro-Ufa and Novo-Ufa refineries. All three
are located.in the Chernikovsk sector of the Ufa region. It is situated
approximately 10.2 nautical miles NNE of the Ufa Airfield, along the
northeast bank of the Belaya River, about a mile from the present channel.
The geographic coordinates of the approximate center of this refinery are
51+ 55 07N - 56 03 30E (See Figures 1 and 2).
Chernikovsk Refinery is generally rectangular in shape, with
maximum dimensions of approximately 13,500 feet by 5,500 feet oriented in
a general North-South direction. The total area occupied by the refinery
is approximately 56,000,000 square feet or about 2 square miles.
This petroleum refinery appears to be basically a complete refinery
as most of the components normal to such an installation are present. A
considerable amount of ground has been left vacant adjacent to units within
this plant, indicating possible plans for future expansion of capacity.
Space is also available for further extension of the plant area if so
desired.
Construction has occurred on several units at this refinery during
the period from which photographic coverage is available. Details concerning
these changes are discussed in part b of section 2.
2. Individual sections of the Chernikovsk Refinery are outlined and
annotated on the overlay to Figure 6 of this report.

3. Transportation facilities available to the Chernikovsk Refinery
include: A rail spur from the Trans-Siberian Railway, an apparently well
maintained road running NNE from.Ufa by this refinery complex; docking
facilities on the nearby Belaya River, and probable underground pipelines.
A thermal power plant is located adjacent to the southeast corner of this
refinery and a considerable volume of water is available from the nearby
river.
4. Plumes of smoke and steam from several of the refining units, the
power plant, and cooling towers indicate that at least parts of this refinery
have been operable throughout the period from
