The approximate center of the refinery area is located at geographic coordinates 63 34N - 53 43E, Figures 1 and 2. The refinery area, as delineated by a fence-road system (solid line perimeter shown on the overlay to Figure 6), covers an area of approximately 250 acres. The separate but apparently related installation immediately east of the refinery area proper occupies an additional 75 acres. The facilities in the latter area appear to be those most likely to be used for the processing of the viscous and heavy semi-solid crude hydrocarbons reportedly produced in the vicinity of Ukhta. A branch line from the Vcrkuta-Moscow-Leningrad railroad system enters the refinery area via a bridge over t-he Ukhta River. Several spurs, with transloading facilities, are apparent in the north-west and central parts of the refinery area. A possible carbon black plant, also rail served, is located about one nm east of the refinery area. A steam/power plant is situated due west of, and adjacent to, the refinery. Steam lines can be traced leading from this plant to the several processing areas within the refinery. Both of these facilities are annotated on Figure 5, as is the refinery flare tower.- Considerable possible construction activity in plant area G, Figure 6 is evident on photography of This construction may be more apparent than real inasmuch as the referenced photography is of poor quality. In any event, the facilities in the area appeared to be essentially 25X1 D complete by - Figure 4. Photographic coverage of Figure 5, shows four large probable crude oil storage tanks under construction. The tanks had been completed and the refinery boundary moved to accommodate them by Area A, Figure o. A small, secured, possible storage area located just east of, and adjacent to, plant Area G, Figure 6, is also evident on the photography. This facility is annotated on Figure 7. The rows o uni entified objects visible in this area on the 25X1 D -photography could be a bank of horizontal tanks; the quality of the photography does not permit a positive identification. The following categorization of the various areas of the refinery and adjacent facilities is keyed to the overlay to Figure 6. - - 1 - TOP SECRET RUFF Handle Via Talent-KEYHOLE Control System Only Handle Via Talent-KEYHOLE Control System Only TOP SECRET RUFF TCS - 12637/65 PIR - 65037 Area A: There are 4 large probable crude' oil storage tanks, two medium sized buildings and 1-3 small structures in this area. Area B: Five large probable crude oil storage tanks, 4 medium sized tanks and 9 small tanks, the latter two groups of tanks being probable product storage facilities, and two buildings that probably - house pumping equipment constitute the facilities present in this area. Area C: The greater part of the processing equipment present in the Ukhta Refinery is located in this area. Approximately 15 buildings, including 3 large structures, approximately 20 small tanks and two groups of unhoused or partially housed processing equipment constitute the principal facilities in the area. One of the large structures, No. 3, probably houses processing equipment, the nature of which is not discernible. The equipment located in the vicinity of No. 1 may be one or more thermal cracking units although pipe furnaces plus the usual fractionating equipment are equally likely. The equipment in the vicinity of No. 2 appears to be one or more pipe stills. In this area, as is the case throughout the refinery area, the available photography is'not of sufficiently high resolution to permit the certain identification of processing units. Area D: This area, is primarily concerned with the shipping and receiving of materials, with incoming materials probably unloaded and warehoused in the central part, No. 3, and the outgoing petroleum products probably loaded in the vicinity of the two long loading racks, No. 1. Three large underground probable product storage tanks with an associated probable pumphouse are located at No. 2. The 10-12 buildings in the area are probably used for storage and shop space. Area E: The greater part of this area is occupied by product storage tanks, with the likelihood that several of the larger tanks are utilized for crude oil storage. An apparent processing unit, possibly pipe stills, is located at No. 1. A total of approximately 70 tanks, some of which are below grade, are present in the area. Area F: This area contains the administrative and laboratory facilities of the refinery, as well as the water treatment facilities. Three probable POL tanks of medium size are located near the eastern end of the area. Area G: The facilities in this area constitute a possible plant for specialized products derived from semi-solid crude hydro- carbons. The processing area contains a number of large structures, one-of which is very long, No. 2, and two of which have complex floor plans. The long building appears to connect to its neighbors on the north and west by conveyor systems, suggesting the handling of bulk solid or near-solid materials. A probable steam line emanating from the refinery area proper, as well as possible pipeline scars tying the two areas together, suggests an interrelationship as does the complex of tanks previously mentioned and the fact that the installations are contiguous. Five rows of material in open storage beside the rail spur in the northeast corner of the area are similar in appearance to the material visible in the new possible storage area annotated on Figure 7. All measurements have been made by the CIA/IAD/IB project analyst.
