[Text] Police seized buddha sCicks worth at least $4 million from~a Lara
house and a car after a high-speed chase through South Melbourne, Melbourne
Magistrate's Court was told yesterday.
Detective Senior Constable Kevin Brown, formerly of ttie CIB drug bureau snid '
police impounded more than 500,000 buddha sticks, each with a wholesale~value
of $8.
He said Che street value of a bu,ddha stick was between $15 and $20. ,
Seven men appeared before Mr R. White, SM, charged with having conspired '

Christopher Eugene Skelly, 29, shopkeeper of Rennie Street, Lara;.Leo~.ard ;
Malcolm Dowsey, 30, hattdicrafts importer, of McKenzie Street, Bendigo;
Lindsay Roberts, 25, of Pilcher Street, Bendigo; Edward Mark Wa11is, 22, ~
of Miller Street, Fitzroy; Robin Ward, 24, sCudent, of Meredith Street, ~
Elwood; Keith Lewellyn Goodman, 23, of Malvern Grove, Caulfield, and ;
~ AllisCer McKinley Paul, 26, of Otira Road, North Caulfield, are charged ~ ~
with having conspired Co traffick in Indian hemp and having trafficked in ;
the drug� ~ ; -
The prosecutor, Mr Tony Lopes, asked that all seven be sent for trial on :
both charges.
Skelly, Dowsey, Roberts, Wallis and Paul are charged also with having
possessed Indian hemp.
Skelly is further charged with having handled stc.~len goods and Goodman is
_ further charged with having unlawfully possessed 424,000. !
Paul is charged also with having smoked Tndian hemp.

Ske11y, driving the Fairlane, eventually pulled over but when police approached
the car Skelly drove off again, Brown said,
Brown said Skelly finally stopped in Napier Stt~eeC. ~
He said the boot of Skelly's car contained "extremely large"sums of money
and plastic bags fu11 of Indian hemp.
He alleged thaC Skelly said: "LisCen, you've got me cold. Don't treat me
like a child. I'll tell you all after."
Brown said that when he euggested to Skelly that there was at least
$500,000 in the car, Skelly said "Could be."

The screening of applicants would ensure that addicts involved in crime
and secret socieCy activities were not taken into the centres.
The Minister was gpeaking today at the opening of a course for 28 senior
welfare officers on the supervision of addices at rehabilitation centres. -
She said the aim of the three-dny course was to acquaint welfare officers
_ on the problems of drug abuse and te train Chem in counselling addicts.
Joint Course
The course is ~ointly organised by the Government, the U.S. Department of
State and the National Instieute of Drug Abuse in the U.S.
Three American experts, Dr. Robert Dendy, Mr. Harvey A. Friedman and
Mr. Thomas K. Conway are attached to the MinisCry for eight months to
help train welfare officers on the prevenCion of drug abuse and the
rehabilitation of addicts.
The Minister said under this programme, the welfare officera would take
over the training programme after the experts had left.
She said though the training system was unique to Malaysia, it could

wharf. The Customs of~icer gave chase and Wood stopped by a r~ilway wagon

away c?nd ra~n ofP before again being apprehended. Pnpcr nnd sCring were '
found on the ground Alongside Wood. The paper smelt strongly of cannabis
r.esin.
Wood admitted rE~moving the paper �rom the vess~l. He said Chat he was ~ware
that cannabis resin was concet~led on board and when he found the paper he
realised that it had tieen wrapped around a block of cannabis. He decided
to remove it from the ship.
Mr M. J. Knowles, for Wood, said that Wood had eak~n the paper off the ghip
to protect his shipmates after he found it in n rubbish tin. At that stege
the cannabis had already been found by the Customs officers.

with the receipt of information that two people had visited a RaeCihi address.

Cuatoms Department drug dog t~as brought from Wellington, uncovered more
heroin hidden beaide the railway tracke at the rear. ~
In all, police said, about 150 grams of heroin were seized.
The three men, appeared in the Magietrate's Court here this morning charged
with posseasing heroin for sale. ,
All were remanded in custody until next Tuesday. ;

erticle notes that according to new Thai laws poeseseors of mnre than 100
grgms of heroin are punighable by a life or death eentence while manu-
facturere and dealera of opium and morphine are punishabYe by 1 to 10
years and 20 yeare to life imprisonmen~, respectively.
The ~uthor eays: "In my opinion, ehe manufacturer and the d~aler are
equally important ae ~he posseseora and thereforg they ehould also be
given eevera puniahment. Although I do noC mean to suggeaC that they be
given deaCh aentences, it ia my belief that manufacturers and dealers are
the main cauaes of drug addiction and that only by euppreeeing them can
we get rid of the problem of drug addiction. However eince lawe are made
according to the cuetoms and conditiona of the country concerned, I ehould
not be arguing the poinC.
"I think the way action is taken against narcotic druga in our country ia
too lenient eapecially becauee we base our aceiona on humane grounda.
However all prevailing conditione may call for heavier peaalties. This

[Kaeat~ Statietice ehow thaC our achigvemente have increased. So far~
we captured approximately 209 kilograms of h+~roin No 3; 95 kilograms of
heroin No 4; 85 kilograms of opium; 95 kilograms of morphine an8 236
kilograms of marihuana. We arreated 84 peraons involved in 40 drug
offeneea. The prime minister exercised Article 27 with four caees, send-
ing three pereone to death. The reat of the arreated are being tried.
During the paeC 2 or 3 years, we eeemed to have ~xerted moat of our
efforte on the suppreseion of heroin which is the most dangeroua type of
narcotic. However, iC ehould be noted that marihuana ie now spreading ~
at an alarming rate. Marihuana has been clandeatinely grown mostly in the
northeaetern provinces auch as Sakon Nakhon and Nakhon Phanom. :
I also attended the recent antinarcotice seminar for drug euppresaion ~
authoritiee from all unite organized by the center in Udon Thani Proviace.
During the eeminar~ we atreeeed the auppreesion of marihuaaa. I vould
_ like to quote parta of the apeech delivered at the eeminar by Pol Lt Gen
Sawaemg Hongnakhon, commander of the Provincial Police Area 2, so that we
can see the problem the police authorities in that region are facing. He
eaid that euppreseion of marihuana during the past several qeara was not
eo succeaAful and became a very difficult task becauae of iasufficient .
manpower. The police authoritiee are always fully occupied With their
routine crime auppresaion duty. The marihuana plantationa are located
in the ~ungle, not acceeeible by vehiclea. It is not safe either to enter
thoee areae aith emall numbere of inen because groWexa might set an ambueh
againet us.
