One of the difficult problems which some of us in govern-
ment face Is the handling of those who have chosen to make
the material sacrifice of leaving the Iron Curtain countries
of the Soviet Bloc to seek life in the free lauds. Without
the help at persons Tike you who understand these proble.
it would be very difficult for us to offer to these brave
defectors the opportunity they seek to live usefully in free-
dom, generally far from their native land.
What you have gone for is a
notable instance of aid in this difficult task. I want to
