The Fu La Erh Chi Heavy Machinery Plant is located in Fu La. Erh Chi
on the west bank of the Nen Chiang (Nonni River) at coordinates 47 12N -
123 39E. The plant has been observed on photography fro

moderately active during all these overflights and had a moderate amount
of rail traffic.

The plant appeared complete as of I land had 25
undergone only very minor changes, these being the completion of building
No. 2 and associated support buildings which were about 75 per cent
complete at first coverage.
The plant is secured by a wall and is connected to the adjoining
Fu La. Erh Chi Steel Plant by a rail spur, but there is no direct road
connection between the two plants. The plant contains an integrated gas
plant and a. large coal storage area. Parts and/or finished products could
be observed, however none were large enough to permit identification.
There were no evidences of castings in open storage.
Measurements of height show that the northeast section of building
15 is the only possible location where the 12,000 ton press could be
located and be properly utilized, because this higher section of the
building is the only area in the plant with a height in the 70 to 80 foot
range. For the 6,000 ton presses there are two possible locations; the
southwest section of building 15 and the southeast side of building 33.
Table 1 gives building function and floorspa.ce and is correlated to
Figure 2. All measurements have been made by the NPIC Technical Intelligence
Division with the exception of items 2, 6, 19, and 34, and all vertical
measurements. These were made by the CIA/IAD project analyst. They should
be considered as approximate and must not be construed as official NPIC
mensuration data. The NPIC/TID measurements are considered to be accurate
within + 5 feet or + 5%, whichever is greater.
