This memorandum is in rysponse to the referenced requirement which asks for a description of the Petroleum Refinery at Khabarovsk, USSR. This approximately 50-60% of this area. 2. The Khabarovsk Petroleum Refinery, is located on the northwest out- skirts of Khabarovsk approximately 2 nm east of the Amur River at geographic coordinates 4&? 3O'N - 135? O3'E. The fenced portion of the refinery proper covers an area of approximately 1.85.acres. The main refinery area occupies The refinery is accessible by highway and railroad from Khabarovsk distillation unit,-lubricating oil area, steam plant, asphalt plant, warehouse proper and by pipeline from the Amur River.
