This memorandum is in partial response to your requirement dated 25 January 1965 requesting a detailed search within a 25 mile radius of 17 locations in China to determine the existence or any construction activity that may have guided missile or nuclear energy significance. 2. The information below describes activity observed at two or these locations. Although no missile or nuclear energy significance can be determined, some of this construction activity may account for the reported appearance of military engineer units in these areas. 3. The following construction activity was observed in the vicinity of Ta- Tung, Shanhsi (40-06N 113-17E). Located approximately 150 nm west of Pei-Ping, Tatung is a major military, industrial, and rail transportation center. 25X1D a. FENG-CBEN Ammunition Depot (40-28N 113-06E). A large, new rail served ammunition storage area is under construction 22 nm north-northwest of Tatung just northwest of Feng-Chen. In the depot consisted of 80-85 revetted buildings, each approximately 100= x 351, and a support area of 40 25X1D barracks and/or storage buildings. Construction activity is still in progress. In only the support area and six revetted storage buildings had 25X1 D been completed. 25X1 D b. TA-TUNG VLF Radio Communications Station (39-58N 113-17E). Located on the site of the former Yao-Chuang North airfield, a large VLF radio communica- tions station is under construction and nearing completion, seven nm south of Ta- T ng. The design and construction of this large radio facility, which occupies Declass Review by NIMA/DOD 25X1 25X1 SUBJECT: Construction Activity in Vicinity of Ta-Tung and Tsung-Hua, an area almost two miles long and one mile wide, was a major engineering feat. Although similar communication facilities exist in Khabarovsk, Novosibirsk, and 25X1D elsewhere in the Soviet Union this is the only known facility of its type in 25X1 D I China. Photo references: c. TA-TUNG Arsenal (4O-08N 113-17E) The Ta-tung arsenal, located on 25X1 D the north edge of Ta-tung city has undergone considerable change in the past few years. I the arsenal consisted of 25 heavily-revetted, widely- separated storage buildings and a few minor explosives processing buildings. The arsenal occupied an area approximately 4000' x 3000', surrounded by a security 25X1D fence with guard towers. photography revealed that this highly secured area is now occupied by a major, new rail-served unidentified industry, possibly associated with chemical or explosives manufacture. InI this 25X10 large plant was in the primary stages of construction, with several buildings in 25X1D various stages of construction. 25X1 D I d. TA-TUNG/KOU-CHUAN Coal Mines (1+0-OON 113-05E) Located approximately ten miles southwest of Ta-tung, this coal mining area is one of the largest in 25X1D China. New construction activity in'this area in recent years included new rail- road construction, coal dressing plants, and the construction of hundreds of workers houses and storage buildings. Photo references: 25X1 D 1. The following construction activity was observed in the vicinity of Tsung-Hua, Kwantung, (23-33N l13-35E), located 30 nm northeast of Canton, China. a. TSUNG HUA Agricultural Project (23-37N ll3-28E). A large agricul- 25X1D tural project, possibly a tea plantation, is being established approximately five nm northwest of Tsung-hua. An area of low, conical-shaped hills, approxi- 25X1D mately 2-2 miles long and one-half mile wide, is being cleared and terraced. New roads and 8-10 large buildings are under construction. M/EB 159/65 b. YUNG-HAN-HSU Area, New Road Construction (23-38N 1l3-55E). Located 20 nm east of Tsung hua, a new road, approximately ten nm long, has been con- structed. This road leads from Yung-han-hsu into mountainous area northwest of the city to unidentified activity, possibly mining. 25X1 D 25X1 D SUBJECT: Construction Activity in Vicinity of Ta-Tung and Tsung-Hua, M/EB 159/b5 5. The following items of intelligence interest were also noted in these search areas. No major new construction was apparent in the vicinity of these targets, but they may have been inspected by engineering officials. a. Ta-Tung Area 25X1 D 25X1 D 25X1 D (1) Ta-tung IndustriaS Installations. These include a major rail- road yard with-locomotive and car repair facilities, a large, modern cement plant, a large locomotive manufacturin lant thermal power plants, and several light industries. Photo reference: (2) Ta-tung Military Barracks Areas - Located on the southwest outskirts of Ta-tung city are three large military barracks areas, each with hundreds of barracks and support buildings. (3) Yang-Kao Military Barracks Areas (40-23N 113-45E) - Located at Yang-kao, 25 nm northeast of Ta-tung are two large military barracks areas, 25X1 D 25X1 D 25X1 D 25X1 D 25X1 D (4) Huai-Jen/Ching-Shui-Ho Military Airfield (39-43N 113-08E) Located 25 nm south of Tatung, this is a modern, active airfield with a 10,000 (foot runway supporting bomber ft. 44 beagle aircraft were observed here photography- 25X1 D b. Tsung Hua Area (1) Pi-Tsun Army Barracks and Training Area (23-25N 113-08E) Located 25 nm southwest of Tsung-hua and 1 nm northwest of Canton, this large division-size barracks area contains hundreds of barracks and storage buildings with exte trenching and numerous revetted buildings and bunkers. (2) Liang-Lung-Hsu Army Barracks (23-27N 113-16E) - Located 17 nm west southwest of Tsung-hua, this minor barracks area contains approximately 35 barracks and storage buildings. 25X1 D -3- S- / -7 -/.,) 3 SUBJECT: Construction Activity in Vicinity of Ta-Tung and Tsung-Hua, 25X1 D (3) Liang-Kou/Liu-Chi Ho Hydro Power Plant (23-45N 113-45E) Located 16 nm northeast of Tsung-hua, this is a major underground hydro power 25X1 D (4) Ping-Shan Radio Broadcasting Facility (23-24N 113-14E) - A large communications facility with five high towers, located 20 nm southwest 25X1 D of Tsung-hua. 6.
