SUBJECT: Abolishment of Attorney General's List

1. The President has ordered the abolishment of the Attorney General-s
List by signing Executive Order 11785 on June 4, 1974.
2. E.O. 11785, which amends E.O. 10450, as amended., relating to Security
Requirements for Government Employment and for Other Purposes states
tinder section 2 that: "Neither the Attorney General.,, nor the Subver-
sive Activities Control Board, nor any other agency shall ct~-,signnte
organizations pursuant to Section 12 of Executive Order No. 10450 as
amended, nor circulate nor publish a list of organizations previously
so designated. The list of organizations previously designated i.
hereby abolished and shall not be used for any purpose."
3. In determining whether to refer cases for FBI Investigation on th.i
basis of membership in organizations, agencies will use the Follow-
ing criteria set forth in section 3 of E.O. 11785 which xev1.ses
subparagraph (5) of paragraph (2) of section 8 of t;xecttti.vn Orcter
10450 as amended: -
"Knowing membership with the specific intent of furthering
the aims of, or adherence to and active partici.pat-1_ou i.u,
any foreign or domestic organization., association, movr_:t, llt,
group, or combination of persons (hereafter referred to :r3
organizations) which unlawfully advocates or practices th~i
commission of acts of force or violence to prevent others
from. exercising their rights under the Constitution or iat.r;
of the United States or of any State, or which s^eks to o-.er.-
throw the Government of the United States or any State or
subdivision thereof by unlawful means."
