1,. Rafael Baquero Herrera,, Treasurer-of the Communist Party of Colombia (PC;),
statocl that the Party's financial aamnaign for its newspaper, 9awuardi% del
zebl,c, had been a failure. The oampalgn was initiated in early December 1943
and is expected to last thrr ugh February 1949. The FCC ecutive Coram~ittee
expressed alarm over the alight response elicited by the camnaign and regards
the situation as indicative of the present lack of enthusiasm for the Party in
Colombia.
2. Baquero urged-that all the departmental cori-ittees renew their efforts to raise
their albtted quotas and cited the Cundinanarca and Santander del Sur
committees as being the only two which devoted sufficient time, effort, and pub-
licity to the campaign. At the end 'of January no money had been received from
the departmental ccas2tttees, which had been given the following monthly quotas:
