1. Having completed his review of the
study on the Center for the Study of Intelligence, t e DCI
in a memorandum dated 13 February stated that he is "enthusiastic
about continuing the CSI ... as a vehicle for looking at the
long range prospects for intelligence and for looking
objectively at ourselves and our performance." He endorsed
his identity with CSI fellows by agreeing that they be
designated as DCI Fellows and is anxious to take "whatever
other steps seem reasonable to give more publicity to and
enhance the prestige of the people assigned" to the CSI.
2. In recognition of the career development and
training functions of the CSI,'the award of DCI Fellowships
will be associated with the Personnel Development Program.
The appointments will be made by the Training Selection
Board in the same manner as assignments to senior training
programs such as the National War College, Federal Executive
Institute, etc. DCI Fellowships will be awarded for a
specific period, normally one year.
You will be called on to identify potential DCI
Fellowship candidates to work on research projects identified
and approved by the Board of Advisors and the Director of
the CSI.

SUBJECT: Center for the Study of Intelligence (CSI)
3. Effective immediately, the present Board of Advisors
of the Center for the Study of Intelligence is dissolved,
and its functions transferred to the present Editorial Board
of Studies in Intelligence which will serve concurrently as
the Board ofAdvisors of the Center for the Study of Intelligence.
The new Board will also continue to carry out its functions
with regard to the Studies in Intelligence.
This organizational realignment is designed to
retain the functional integrity of both the Center and the
Studies, while enabling them to operate with the unified
a vice and guidance of a single Board of Advisors.
4. The Board of Advisors will regularly meet with the
Director, CSI, in order to agree on a program of study for
the CSI for the coming year. The research and study topics
will be made available to the various career boards as well
as the Training Selection Board to assist them in identifying
candidates for DCI Fellowships. Emphasis in the selection
process will be given to middle career officers with substantial
career potential.. This will not exclude the possiblitiy of
selecting more senior officers as DCI Fellows nor the selection
of qualified candidates from other components of the Intelligence
Community or from outside the government.
5. These modifications in existing procedures reflect
a determination to provide all possible support to the
Center for the Study of Intelligence and to enhance its
status as a source of professional development for Agency
personnel. Award and completion of a Fellowship will be
recognized in the officer's personnel record as equivalent
to senior outside training.
