It is recommended that the DCI task the DDA to prepare a justification for the present system under which CIA details personnel to other agencies, and other organiza- tions detail personnel to the CIA. b. This justification, classified as appropriate, should be submitted for the record to the House Select Committee at the opening of the 6 November hearing on personnel. The justification should be intended to "turn off" any critical comments which the HSC might otherwise include in its report or reports upon conclusion of the overall investigation. c. In the event the HSC is unwilling to allow tabling of the CIA statement at the 6 November hearing, the DCI should have at hand an unclassified statement for public release. Preparing such a statement should be assigned to the A/DCI and DDA. 25X1A muel v.
