ITEM 3 - SEC Recommendations to the IAC Standing Committee on Exchanges
5. The Committee considered 'a request from the Scientific Estimates
Committee (SEC) to participate jointly in~a paper recommending scientific
exchanges to the IAC Standing Committee on Exchanges.
6. It was considered inappropriate to join with the SEC in its
recommendations at this time since GMIC has received a specific request
from the IAC Standing Committee on Exchanges to provide a detailed analysis
of the net intelligence gain which would accrue to the US from an exchange
in the field of guided missiles.
7. The Chairman, was instructed to communicate these views to the
25X1C Committee to the Chairman, SEC.

15. The Chairman requested that each member prepare a. critique of
the activities of GMIC over the past several months. Consideration
should be given as to whether these activities have been consonant with
the Terms of Reference and the informal guidance given by the Chairman,
IAC, at the initial GMIC meeting. Recommendations should be made relative
to programming future GMIC activities. A critique of this nature has
already been prepared by the CIA member.. When all contributions are
received by the Secretariat, a copy of each contribution will be routed to
the members. No fixed deadline was established for consideration-of con-
tributions, however, it is expected that the Committee members will act on
this matter within the next two months.
