Dear George:
Thank you for your response to our request for your Agency's help
in developing our terrorist training program. We understand the
restrictions under which your Agency must operate in assisting
local law enforcement agencies.
Admiral Bayne of the National Defense University permitted Captain
William E. Zidbeck of his staff to come to California and discuss the
applicability of war gaming as it might apply to developing new Insights
into the complex problem of terrorism which faces State of California
decision makers. Captain Zidbeck provided us with some excellent ideas
on the art of gaming which we will adapt for our use. A scenario is
presently being prepared and an exercise is planned for sometime in the.
Fall involving members of the Governor's Emergency Planning Council.
This program will meet our needs for the present. However, we certainly
appreciate your interest.
