the world. I thought that David Bruce's letter and
Monsignor Cartwright's talk were very fine tributes
to bill.
You will probably be interested to know that
I have been asked to speak to the Erie County Bar
Association in Buffalo on 4 May, "Bill Donovan Day. "
This is a real honor and I hope that I can pay him the
proper homage. I will send you a copy of the speech
when it is finally prepared.

Dear sir:
I have written the Veterans' Administration there in `.7ashing-
ton concerning the problems of many World War II veterans and many
Korean War veterans, but apnerently my efforts were to no avail.
I wish b cite three important matters relating to the affairs
of American ex-servicemen demanding immediate attention:

Having carefully observed the effects of electric shock
treatment in Building 10 of the Veterans' Hospital at :'Waco,
Texas, and realizing that electric shock treatment has killed
hundreds of ex-servicemen., I wish to state that in order to
save the lives of future ex-G.I.'s and to preserve their
minds, act must be taken in Y/ashington without delay to
prevent itP*o treatment in, any mental hospital within the
United 3tatt ,
I wish to state that a veteran with a conventional honorable
discharge from any branch. of the armed forces should under no
circumstances receive eom.pensation:`from the federal government,
unless he, acting on Is own, personally takes measures to
secure it, and
I wish to state that no veteran discharged from any branch of
the armed forces under any circumstances should have an
estate of any type (accuZD.ulated compensation) comprised of
funds received from the federal government.
